TIRANA, July 23 /ATA/ Prime Minister Edi Rama spoke on Saturday from Pogradec about the conclusions of the public dialogue with the mayors prior to the last season of the local government term.

Rama said that the work done is outweighed by the work that has become visible, so he asked the mayors to expand their communication with the public.

Making a reference to the reported data, the Prime Minister announced that the main goal was to reduce the accumulated debts carried over from the past and improve the services for the citizens. The concern is that not in all municipalities the improvement is fast-paced to guarantee the level that the SP should reach when it gets the confidence.

“Based on all reports it is clear that we have untapped potential. But what we have to do is that there are exemplary experiences that should be replicated,” said Rama.

The Prime Minister emphasized that the focus should be on establishing the rural dimension in each municipality. We have very effective at restoring the urban dimension. The Urban Renaissance has delivered an impact on the entire territory of the country from Bajram Curri to Konispol, transforming them beyond recognition. Of course, there is a need for streets or detailed intervention, but this is not the case for the rural dimension.

According to him, rural roads, water supply and sewers system is a long-running process, but it also depends on financial capacities which is beyond our reach. But in this particular case, I am talking about the productive, processing and exporting forces of every municipality that has rural areas.

“The new municipalities created from the reform must strengthen this dimension and we will do it because there is no one else to do it. Anyone who will run again, and I am not excluding anyone this fall, must present projects for collection and recycling to the Ministry of Agriculture and Rural Development and guarantee that these projects are supported by the municipality and a group of farmers, which means that work must be done with groups of farmers, turning them into shareholders to access either the sovereign guarantee fund or the budget at the municipal or central level”, said Rama.

The Prime Minister pointed out that the aggregation of water utilities is not a negotiable thing, but on the other hand, this does not mean that the responsibility is transferred to the government. More work needs to be done to transform water utilities into real enterprises that do the work.
