TIRANA, Jan  31 /ATA/ – By Maela Marini/ Minister of Justice, Ulsi Manja, stated on Tuesday that the approval of the draft law “On the organization and functioning of the State Judicial Enforcement Service” renders this service competitive in the market.

During the discussion in the Laws Committee, Manja said that this draft law definitely completes the reformation of the state enforcement system and the enforcement system as a whole.

According to Manja, the reformation of this service is of paramount importance because it is related to the due process and the materialization of the rights acquired in court.

“Without an effective enforcement service, any reform we have undertaken for the proper functioning of the justice system would not produce the right results for citizens, because enforcement is related to the restoration of the rights acquired in court by citizens and businesses,” he said.

Manja emphasized that through this law, it is intended to enhance the provision of state enforcement services for Albanian citizens.

“Through this draft law, we will solve some of the problems identified in practice regarding the status of bailiffs, their dignified treatment regarding the function they perform, the organization and operation of judicial enforcement offices and the establishment of a proper career system as a state judicial bailiff,”  he added.

Manja underlined the importance of the approval of this draft law, since according to him the enforcement service operates on the basis of a legal framework approved in 2001, which was not revised under the justice overhaul.
