TIRANA, May 4/ATA/ The Legal Affairs Committee approved a normative act for a 20% excise duty reduction on fuel to counter high retail prices caused by rising international market rates.

Amid rising international oil prices driven by Middle East tensions, Deputy Minister of Finance Andi Mehmeti announced government measures to shield consumers from fuel hikes.

According to Mehmeti, the intervention aims to stabilize the market and keep the retail prices of gasoline and diesel under control, through a combination of setting ceiling prices and reducing taxes.

Mehmeti emphasized that a 20% reduction in excise duty will be automatically triggered if gasoline exceeds 200 Lekë/liter and diesel exceeds 220 Lekë/liter.

The proposed changes will lower the gasoline excise tax from 39.7 to approximately 31.5 lekë per liter, marking a reduction of roughly 7.3 lekë per liter. /m.q/j.p/p.s./

TIRANA, October 14/ATA/ The Ministry of Finance and Economy proposes in the fiscal package for 2023 the unification of the excise tax on beer, for domestic and foreign producers, regardless of the production quantity.

According to the draft provided by ATA, this measure will increase the level of excise duty from ALL 360/HL to ALL 710/HL/alcoholometric scale.

According to the current law, producers with a production capacity below 200 thousand hectoliters pay 15 ALL excise duty per liter, while above this limit 30 ALL per liter.

This proposal is in line with the provisions of the Council Directive 92/83/EEC of October 19, 1992 “On the harmonization of excise structures for alcohol and alcoholic beverages”, as well as with the recommendations of the IMF for the unification of tariffs.

The band on beer excise duty was originally intended to protect domestic beer from imports, but experts say it became a source of evasion, as the band was used for underreporting. /j.p/p.s./
