TIRANA, June 2 /ATA/ Taulant Balla, Minister of State for Relations with Parliament, stated on Monday that all chapters of Albania’s EU accession agreement are expected to be fully opened by June.

Balla submitted to the Foreign Policy Committee the draft law concerning the ratification of the financing agreement between the Republic of Albania, represented by its Council of Ministers, and the European Commission. This agreement pertains to the multiannual operational program for the economy and digital society in favor of Albania for the 2024-2027 period, under the Instrument for Pre-Accession Assistance (IPA III).

Balla emphasized that “this agreement comes at a crucial moment in Albania’s path to European Union membership, as we have entered June—the month in which we expect to complete the full opening of all chapters of Albania’s EU accession agreement.”

“By opening all chapters, we are also setting the stage to close many of them, with the goal—as previously stated—of finalizing the closure of all chapters by Christmas 2027,” Balla stated.

On the agreement, Balla stated that “Albania is currently implementing the National Reform Agenda 2024-2027 and is also moving ahead with the Growth Plan for the Western Balkans. Through this framework, Albania has a significant opportunity to secure financial assistance totaling around €922 million, comprising loans, grants, and direct budget support of €27 million, contingent upon timely fulfillment of the reforms agreed with the EU.”

Balla emphasized that “it is crucial to pass in Parliament this month a series of agreements and laws directly linked to the requirements set by the EU.”

Balla emphasized that “the ratification of this agreement by Parliament for the financing of the operational program on the economy and digital society is not merely a procedural necessity but also a political and strategic act, underscoring our firm commitment to advancing decisively toward the full membership of Albania within this new government mandate entrusted to us by the Albanian people on May 11.”

Accordingly, Balla stated, “we aim to enhance and modernize all digital and electronic systems throughout various sectors to automate processes and simplify life for both citizens and businesses, alongside promoting the modernization and digital transformation of public administration operations.”

Balla stated that “we are focusing on four main pillars for the sustainable development of the country regarding the digital approach: Digitalization policy and security; Digitalization of services for businesses; Digital skills and transformation of education; Digital citizen, data, and privacy.”
