Speaking at the 22nd meeting of the EU-Albania Stabilization and Association Parliamentary Committee, the Ambassador noted that despite the progress made, there is still work to be done.

“To conclude negotiations, progress in the talks depends on progress across all EU-required reforms. There can be no backtracking,” said Moreira de Sousa. She stressed the need to continue consolidating justice reform, maintaining judicial standards, and guaranteeing that the progress achieved remains irreversible.

The Ambassador commended the steps taken by Albania in the field of human rights, but stressed that maintaining the pace of reforms must go hand in hand with transparent and inclusive processes.

“Speed should not compromise parliamentary oversight and the public disclosure of laws. Everything begins with good legislation. Meaningful consultations must take place before laws are adopted,” she stated.

According to the Ambassador, technical accuracy in lawmaking is not enough; policies must reflect real public priorities. She highlighted that EU reforms cross-cut all major sectors, making widespread public involvement essential.

“We must adopt an all-of-society approach to make these reforms more doable. Parliament plays a pivotal role in delivering this. A transparent parliament is a core pillar of a healthy democracy,” stated Moreira de Sousa.

She also urged that civil society and the private sector be given meaningful opportunities to provide their input during the legislative drafting process.
