Addressing a regular session of parliament, Finance Minister called on lawmakers to back the proposed changes.

“I would like to note that Albania’s labor market has performed positively in the last ten years. The unemployment rate has fallen and the employment rate has increased thanks to successful policies aimed at creating new jobs and motivating private sector to increase employment,” Ibrahimaj said.

Finance Minister underlined that a comprehensive wage system reform is also underway and this reform will also further promote employment in a bid to tackle youth migration in particular.

“The bill is devised to have an impact on youth employment. For years now we have been working with the European Union on implementation of the youth guarantee scheme to boost youth employment, vocational education of young people by offering very young person aged 19 to 25 to take up a job, attend a vocational training program in less than four months time,” Ibrahimaj said.

Finance Minister noted that out of 78 024 registered jobseekers, only 23 % of them are unemployed young people lacking vocational education and this number will be cut in half through a concrete plan by 2027.
