TIRANA, July 8 /ATA/ On Tuesday, the European Commission released its report on Albania concerning the rule of law, emphasizing the continued progress in implementing justice reform, which has further reinforced judicial independence and prosecutorial autonomy.

The European Commission report highlights that challenges persist in ensuring evaluations are conducted in a timely and high-quality manner, as well as in appointing non-magistrate members to the High Judicial Council and the High Prosecutorial Council.

Regarding the High Inspectorate of Justice, the European Commission reports that the institution is functional, but the high number of vacant positions affects its effectiveness.

The European Commission, in its report, also recognizes the work of SPAK.

“The Special Anti-Corruption Structure (SPAK) further consolidated its positive results in the fight against high-level corruption and made tangible progress towards establishing a consistent track record in this fight,” the report highlights.

In the context of the fight against corruption, the report highlights that “the State Police continues to be susceptible to corruption.”

Regarding the Constitutional Court, the report affirms that it operates effectively; however, the European Commission raises concerns about the Parliament’s persistent failure to comply with some of its judgements, along with ongoing legal uncertainty surrounding the precise length of its members’ terms.

The Commission further notes that the stability of the judiciary has seen improvement.
