TIRANA, Oct 14 /ATA/ The SPAK Chief Prosecutor Altin Dumani presented the institution’s 2024 activity report to the Parliamentary Committee on Legal Affairs.

Altin Dumani stated that throughout 2024, SPAK prioritized the implementation of recommendations from the European Union, the Albanian Parliament’s resolution, and the Council of Ministers’ key directives in combating corruption and organized crime.
He noted that the institution focused not only on quantitative results but placed particular emphasis on qualitative indicators. The European Commission’s 2024 Progress Report recognized SPAK’s progress in investigating high-level corruption cases and safeguarding the EU’s financial interests. It also praised the strong collaboration between SPAK and international partners in the fight against organized crime.

The SPAK chief prosecutor highlighted that Albania improved its score by five points in the 2024 Global Corruption Index, with Transparency International publicly acknowledging SPAK’s contribution in the fight against corruption.

In 2024, SPAK increased the number of its prosecutors and enhanced expertise and training, resulting in more investigations and individuals under scrutiny despite fewer new cases. Asset seizures and confiscations rose sharply by 60%, totaling €65.5 million, including real estate, bank accounts, and cryptocurrencies.

Dumani went on saying that 10 new joint investigative teams have been formed in collaboration with Interpol, Europol, and Eurojust, complementing the ongoing efforts of 27 existing teams.

He highlighted that financial investigations were bolstered by the adoption of a general directive in November 2024, which harmonizes work standards for prosecutors, the National Investigation Bureau, and the financial investigation division.

Dumani noted that just 9.7% of detainees in Albania are under investigation by SPAK, which prevents the misuse of pre-trial detention.

Regarding electoral crime investigation, he emphasized that in January 2025, SPAK implemented a proactive investigation strategy for the upcoming parliamentary elections on May 11, 2025. Throughout 2024, SPAK handled 128 public information requests and intensified focus on high-sensitivity cases.

Dumani highlighted a significant improvement in the quality of corruption investigations, with 33 former high-ranking officials prosecuted and 19 cases sent to court, reflecting an 8% increase in ongoing investigations. There are currently 65 proactive investigations supported by 10 new joint investigative teams with international partners. Additionally, the number of investigations into drug trafficking within organized crime groups has risen by 3.3%. /e.i/j.p/sm/
