TIRANA, Feb 3 /ATA/ The Parliament is convening for its next plenary session today, which commenced at 10:00 AM. The primary agenda includes a request from members of the Socialist Party for changes to the composition of the AdHoc Commission for Territorial Reform, as well as a Q&A session with the Minister of Justice, Besfort Lamallari, requested by Tedi Blushi, a Member of Parliament from the Freedom Party.

Concerning the proposed changes from the majority, the opposition urged that they should not be discussed in the plenary session.

At the start of the session, Ina Zhupa, a Member of Parliament from the Democratic Party, remarked that no decision had been made in the Conference of Chairmen about including this issue in today’s plenary agenda.

Ina Zhupa stated that any issue not approved in the Conference of Chairmen cannot be put to a vote in the plenary session. She emphasized that the Democratic Party remains committed to supporting the territorial reform, and called on the majority to uphold the decision as well.

Luçiano Boçi, the Democratic Party co-chair of the Special Commission for Territorial Administrative Reform, stated that no agreement was reached in the Conference of Chairmen. He emphasized that an ultimatum was given for a meeting by the commission and that, according to the rules, meetings should be called with the agreement of the commission’s leadership. Boçi urged that the proposed changes should not be voted during the plenary session.

In response to the opposition’s claims, Taulant Balla, the Chairman of the Socialist Party parliamentary group, stated that the opposition has not yet made a clear decision regarding its participation in the AdHoc Commission for Territorial Administrative Reform.

Addressing opposition MPs, Balla indicated that the majority is prepared to wait until the evening, when a decision will be made on whether the opposition will regularly participate in the commission’s meetings.

Balla called for greater clarity and institutional accountability from the opposition, remarking that many of its decisions have been communicated through the media.

He also noted that the opposition had changed its stance within a single day, resulting in uncertainty whether it has officially withdrawn from the boycott of the commission.
