TIRANA, May 29 /ATA/ Minister of Economy and Innovation Delina Ibrahimaj attended the launch ceremony of Albanian Digital Solutions (ADS), a new public structure designed to support the modernisation of public services and reinforce technological innovation in the country. Prime Minister Edi Rama was also present at the event. In her remarks, Minister Ibrahimaj highlighted Albania’s progress in digital transformation of public administration, noting that the country has built one of the most advanced e‑governance models in the region and beyond within just a few years.

Minister of Economy and Innovation Ibrahimaj has underlined the scale of Albania’s digital transformation, noting that the e‑Albania portal currently offers 1,278 services to 3.4 million users. She said that over the years citizens have accessed 58 million electronic public services and generated 48 million digital documents, including 17 million services in 2025 alone — an average of 1.45 million per month.

She added that the state’s digital infrastructure now comprises 72 systems interacting in real time, 70 integrated databases through the national interoperability platform, and the GovNet network, which connects 140 central institutions and hundreds of local bodies.

Ibrahimaj said more than 50,000 individuals and 118,000 businesses are now using electronic signatures to access real‑time services. She noted that full digitalisation and interoperability of public services have saved citizens and businesses around 600 billion lek, reducing financial costs, waiting times and administrative procedures.

Economy and Innovation Minister Ibrahimaj stressed that Albania’s digital transformation has not only increased the efficiency of public administration but also enhanced transparency and reduced corruption. She said this has been achieved through the automation of processes and the minimisation of physical contact with officials.

She emphasised that minimising physical contact with public counters and increasing automated, electronically traceable processes lowers the risk of arbitrary interference, unjustified delays and abusive practices. She said the shift to digital services has strengthened transparency and accountability in public administration.

Referring to international assessments, Economy and Innovation Minister Delina Ibrahimaj said Albania ranks first in the Western Balkans for digital transformation and the provision of electronic public services. According to the European Commission’s eGovernment Benchmark report, Albania is placed 8th in Europe for digital public services and 19th globally.

Minister Ibrahimaj said that rapid technological developments — including artificial intelligence, automation, cloud computing, data analysis and cyber security — require more flexible and specialised structures within public administration.

She explained that the creation of Albanian Digital Solutions (ADS) marks a new phase in the development of Albania’s digital state. Under the plan, the National Agency for Information Society (AKSHI) will focus on its strategic, regulatory and monitoring role, while ADS will serve as the operational instrument for developing, managing and maintaining the digital platforms and systems of public administration.
