Celibashi mentioned that the Regulatory Commission is independent from the State Election Commissioner and can assess whether changes to the voting rules for those abroad are needed.

The State Election Commissioner stated, “Based on my interpretation of the Electoral Code, including the amendments, there is no requirement for the Regulatory Commission to submit normative acts for review or to approve additional regulatory acts concerning out of country vote.”

However, he added, “This does not rule out the possibility that the Regulatory Commission, fully independent from the State Election Commissioner, may evaluate whether changes to the rules for out of country voting are needed, or any other regulations they believe fall under their authority in relation to the development of the Electoral Code.”

In a media statement, Celibashi said that “the parties are seriously committed to addressing this issue. There is interest and there is a will to reach a solution regarding this issue.”

“They wanted to know the steps those who want to exercise this right would follow to be registered. The issue of the deadline is of great relevance, but what I proposed that the CEC should handle the requests of voters who want to vote outside the territory of Albania”, said Celibashi.

Celibashi announced that “we also addressed questions on various issues. I think the voting should be done either online or electronically. I don’t think postal voting is the best solution. One of the options is the combined one with the sheet sent electronically. This is a technical issue, it is a solution that is based on the interest of the political parties.”
Regarding electronic voting in Albania, Celibashi said that “whether it will be extended to the whole of Albania or not, it remains to be seen. I think it is almost impossible for electronic voting to be extended to the whole of Albania, we have recommended to extend it to the main districts, as this is ctosly. If they want to extend electronic voting throughout Albania, they should make the decision now.”
