TIRANA, Nov 5 /ATA/ The Conference of Chairpersons today reviewed the request from Gazment Bardhi, chairman of the Democratic Party parliamentary group, to initiate a motion and hold a debate regarding the 2025 U.S. Department of State report on the country’s investment climate.

The Conference of Chairpersons decided that the motion for debate will be combined with the discussion scheduled at the beginning of the next session, together with the report from the Council of Ministers.

During the Conference of Chairpersons meeting, another topic addressed was the duration of the debate on the report from the Committee on Legal Affairs and Public Administration regarding the request to dismiss the President of the Republic.

In his remarks, Bardhi stated that the report of the Committee on Legal Affairs exceeded its mandate and emphasized that it is not the committee’s role to determine whether any constitutional violations have taken place.
Bardhi stated that the report exceeds the committee’s role, as the Laws Committee’s mandate is only to verify procedure, while a special investigative committee looks into substantive issues.

Bardhi criticized the report for being inaccurate, noting that the Constitutional Court had unanimously ruled the President violated the Constitution in setting the Tirana election date. He emphasized that it is the Court, not parliament, that has the authority to remove the President, questioning why the report politically defends him and misrepresents the Court’s decision.
After discussions, the Conference of Chairpersons agreed that the debate time would be 150 minutes for each institutional report.
