The first charge against Dako pertains to the construction of an 11-story building in 2011, which, according to SPAK, did not comply with any criteria or technical standards, making it illegal and unsafe for habitation.
SPAK points to three documents signed by the former mayor, one of which ordered the suspension of construction on the building, while another one authorized the issuance of the permit. SPAK argues that this shows the former mayor’s awareness of the matter.

The second charge concerns the “Seafront Promenade” project. SPAK highlights that its value was nearly ten times higher than what should have been reckoned according to the Council of Ministers’ Decision, incurring a loss of 18 million lek to the state budget. The Municipality of Durrës initially filed a lawsuit against the company, but the lawyer appointed by the former mayor later withdrew from the proceedings.
Despite the damage identified by the State Audit Institution (KLSH), the Municipality of Durrës proceeded with the financial settlement with the private entity.
The former mayor of Durrës was arrested on June 6 by order of SPAK, on charges of office abuse in two separate cases. /j.p/sm/
