TIRANA, March 18 /ATA/ – By Maela Marini/ Minister of State for Relations with Parliament, Elisa Spiropali, presented on Monday the draft law “On cyber security” at the Parliamentary European Affairs Committee.

Spiropali emphasized that “the law is aligned and has been consulted with a number of institutions and partners beforehand.”

Asked by the chairwoman of the committee, Jorida Tabaku, if the law infringes on the independence of institutions such as SPAK, Spiropali emphasized that there is no room for discussion here.
According to her, “it is not about access to the institutions, but about the cyber security alert.”

“The law is fully aligned and has been consulted with institutions and our partners. I want to make sure that as far as constitutional issues or infringement on the independence of institutions are concerned, there is no room for this type of discussion, for it is not about access to the data of these institutions, but only about alerts related to national security,” the minister said.
According to her, it is important to raise this level of infrastructure and protection from cyber attacks to the national level.

Spiropali assessed that the draft law is aligned with the EU’s ‘Acquis’ which emerges as a necessity to respond to cyber attacks or incidents and to provide legal and institutional mechanisms to navigate the current and future challenges.
