TIRANA, May 13 /ATA/ – Complaints and Sanctions Commission, the body responsible for handling administrative complaints and imposing sanctions for violations of electoral law in Albania, on Tuesday examined a complaint tabled by the ruling Socialist Party (SP) to revoke a decision by the State Election Commissioner Ilirjan Celibashi, who ordered counting of ballots received from Greece be halted.

The Socialists say the decision runs counter the law and as such is should be revoked.

“The decision has not been made according to the legal provisions. We demand that the decision is overturned as absolutely invalid,” SP representative at the central election body Elena Xhina said.

The Commission decided to accept the Socialist Party’s complaint and overturned the previous decision by the State Election Commissioner.

“CSC decided to accept SP complaint and found absolute invalidity of the State Election Commissioner’s decision on handling envelope B as an integral part of the documentation of the out-of-country vote,” said Ledio Braho, CSC member.

On Sunday evening, CEC halted the counting of ballots received from Greece. The decision came after a request by DP, which claimed that many of the envelopes lacked proper documentation from voters.

TIRANA, May 13 /ATA/ – Complaints and Sanctions Commission, the body responsible for handling administrative complaints and imposing sanctions for violations of electoral law in Albania, examined a complaint tabled by the ruling Socialist Party (SP) to revoke a decision by the State Election Commissioner Ilirjan Celibashi, who ordered counting of ballots received from Greece be halted.

The Socialists say the decision runs counter the law and as such is should be revoked.

“The decision has not been made according to the legal provisions. We demand that the decision is overturned as absolutely invalid,” SP representative at the central election body Elena Xhina said.

The Democratic Party’s representative Marash Logu underlined that the opposition has demanded to suspend the ballot papers from the Albanian expats in neighbouring Greece, questioning the way how the ballots were delivered, since the courier contracted by Central Election Commission (CEC) had hired other operators to deliver the envelopes.

“We won’t allow counting process of the bags filled by the members of the Socialist Party’s patronage system,” Logu stated.

On Sunday evening, CEC halted the counting of ballots received from Greece. The decision came after a request by DP, which claimed that many of the envelopes lacked proper documentation from voters. Although Celibashi acknowledged that DP had not submitted concrete evidence of violations, the commission agreed to set aside all envelopes from Greece and continue counting only the ballots from other countries.

TIRANA, Feb 16 /ATA/ The Complaints and Sanctions Commission decided on Tuesday to revoke the fine imposed by the Central Election Commission on the mayor of Tirana, Erion Veliaj after the report from the SMI for the visits of the mayor to the houses built back after November 26, 2019 earthquake.

CSC members accepted the arguments set forth by the legal representative that the Municipality of Tirana started reporting data on its activities immediately after data creation on the CEC website and that the houses inspected due to his duty as Mayor were budgeted before 24 December 2020, the date when the decision banning such budgets came into force.

“The responsible person was appointed on January 7, 2021 and the following reports were found to be in accordance with the law and in these circumstances we have no administrative responsibility, so we decided to revoke the fine on Erion Veliaj in the amount of 35 thousand ALL for failure to report the activities.”
