This decision was approved pursuant to Article 100 of the Constitution, Article 10, Law no. 43/2016, “On international agreements in the Republic of Albania”, and Article 26, Law no. 9665, dated 18.12.2006, “On state borrowing, state debt and state loan guarantees in the Republic of Albania”, amended, on the proposal of the Minister of Finance and Economy.

In her remarks, Gjonaj said that “after the approval of the constitutional and legal amendments to the justice reform package, the Council of Ministers ensured the timely adoption of the bylaws necessary for the implementation of the legal provisions of the justice reform package.”

“Through the approval of 10 decisions, was enabled; Creation of conditions for the verification of non-magistrate candidates for the position of inspector in the Office of the High Inspector of Justice; Regulation of the special protection of the magistrate during the exercise of the function, personal protection of the prosecutors and judges of the SPAK, the head of the National Bureau of Investigation as well as the respective premises; Providing initial budget for SPAK; Improving the financial treatment of magistrates, including subsidizing interest on home loans; Defining rules for the judicial administration and the prosecution in order to increase efficiency; Modernization of the information technology system in the justice system,” Minister Gjonaj said. //a.i/

At the today’s meeting, the Council of Ministers decided that, the municipalities of Durrës Region to take immediate measures to find solutions for the management/treatment of urban waste, taking into account the legislation in force in the field of waste.

After conducting a market analysis and finding the best financial solutions for the treatment of urban waste, in accordance with the standards of integrated waste management, if the financial effects of the solution are insufficient to be afforded by the budget of the respective municipality of the Durrës Region, the municipality addresses the Ministry of Finance, in order to cover the difference of the required financial effects.

After sending the financial request, the ministries propose to the Council of Ministers the approval of the financial support for the municipalities included in the Durrës Region, in accordance with the instruments provided in the legislation in force,” it is stated in the decision. //a.i/

According to this decision, the use of the fund, approved in the budget of 2021, will be in the amount of 1 331 932 076 ALL without VAT.

The fund of 897 566 799 ALL, without VAT is added in the approved budget of Albanian Development Fund-ADF for 2021, in the item “Capital expenditures with internal financing” of the program 06210 “Development programs”, for the financing of the construction and the reconstruction of public infrastructure in the new areas declared for development, in the municipalities of Durrës, Kamza, Kavaja, Kruja, Kurbin, Lezha, Mirdita, Shijak and Vora.

Also, the fund of 434 365 277 ALL without VAT, is transferred to the municipality of Tirana, in the approved budget for 2021, in the form of unconditional transfer, for financing the construction and reconstruction of public infrastructure, in the new areas announced for development.”

The Minister of State for Reconstruction, the Ministry of Finance and Economy, the Albanian Development Fund-ADF and the Municipality of Tirana are in charge of the implementation of this decision. //a.i/

The decision adopted on July 6 and published today in the Official Gazette enters into force immediately.

The Special Prosecutors Office Against Corruption and Organized Crime arrested a day earlier several officials in Lushnja, including the mayor Fatos Tushe.

The suspects are accused of passive corruption of persons exercising public functions, violation of the equality in public tenders and abuse of power, forgery of documents. //a.i/

According to the government decision, all institutions involved in giving an opinion, approval or that are part of the process are obliged not to make public the agreement attached to this normative act or parts of it.

Referring to the decision, the control of the implementation of the social assistance legislation includes the control of the financial assistance for people with disabilities program, which is being carried out by the responsible structure in the State Social Services Agency, at central and regional level, according to the procedures defined in this decision, based on the methodology for controlling economic assistance payments, and the methodology for controlling bio-psychosocial assessment of people with disabilities.

The control of the regional structures in the local self-government units is performed by the responsible structure of the State Social Service at the central level, based on the annual control plan and implementation of monthly programs.

The control program is approved by the head of the institution, according to the standard model, defined in this decision. //a.i/
