Thereafter, the ministers of both countries, Albania and Türkiye, signed three Memoranda of Understanding.

One of the MoUs signed between Türkiye and Albania is the declaration of intent regarding cooperation in the field of state-supported agricultural insurance between the Ministry of Agriculture and Rural Development of the Republic of Albania and the Ministry of Agriculture and Forestry of the Republic of Turkey. This MoU was signed by Anila Denaj, Minister of Agriculture and Rural Development, and Ibrahim Yumaklı, Minister of Agriculture and Forestry.

The other agreement signed is the protocol between the Ministry of Education and Sports of the Republic of Albania and the Higher Education Council of the Republic of Türkiye for the opening of a branch, academic unit, and study programs from Istanbul Technical University in Albania. This agreement was signed for the Albanian side by Ogerta Manastirliu, Minister of Education and Sports, and for the Turkish side by Erol Ozvar, President of the Higher Education Council of the Republic of Türkiye.

Furthermore, a memorandum of understanding was signed between the Agency for Media and Information of the Republic of Albania and the Communication Directorate at the Presidency of the Republic of Turkey for cooperation in the field of public relations and communication. For the Albanian side, the memorandum was signed by Alteo Hysi, General Director of the Agency for Media and Information, and for the Turkish side by Fahrettin Altun, Director of Communication at the Presidency of the Republic of Türkiye.
