TIRANA, July 14 /ATA/ The National Inspectorate of Territorial Protection (IKMT) has launched a nationwide operation to inspect all ongoing construction projects throughout the country.

Prime Minister Edi Rama shared footage of the IKMT’s operation in Vlora, where Chief Inspector Dallëndyshe Bici was also present on-site.

Prime Minister Rama stated that any buildings constructed in breach of their permits will, as needed, be either demolished or confiscated by the state for public purposes. He also issued a warning that municipal officials who permit unauthorised construction will be subject to criminal proceedings.

“All buildings in breach of construction permits will face the same fate—they will be demolished or confiscated by the state for public use, depending on the case and necessity,” declared the Prime Minister. “Meanwhile, municipal employees who, by law, are responsible for carrying out inspections at every stage of construction and turn a blind eye to violations will be referred to the prosecution for a range of possible criminal offences,” he added.

Rama also announced that a new reform on territorial oversight is set to be approved soon. It will introduce tougher measures and both administrative and criminal accountability for those who “look the other way”—including inspectors, mayors, municipal staff, and police officials who neglect their duties or misuse public funds.

“Albania 2030 in the EU calls for an end to these phenomena, while 99% of citizens who respect the law deserve public spaces that cannot be encroached upon by anyone,” Rama emphasized.

From Vlora, where the IKMT is conducting intensive inspections, Chief Inspector Dallëndyshe Bici announced that the operation will continue apace across the entire territory to ensure the enforcement of the law and the protection of the public interest.

“As part of the ongoing inspections, this building will be confiscated and transferred to the state for public interest. All entities found to possess construction permits but to have breached them, thereby harming the public interest and common property will be subject to same enforcement measures,” declared the Director of IKMT.
