Reporting to the Parliamentary Committee on Economy, Employment and Finance, Biba said the authority had monitored the mobile sector throughout 2024 and requested a cost study from the sector’s regulator to prepare for further action.

“In 2024 we placed the mobile market under monitoring and asked the sectoral regulator to prepare a cost analysis. This will help us take the next step in 2025, which is a formal investigation. Most likely, it will move into an in-depth probe very soon,” Biba said.

Biba also addressed concerns about fuel prices, saying the authority had completed a detailed investigation into the hydrocarbons market.

“Most of the fuel price is determined by fiscal policy and the structure of taxes, which amount to about one euro per litre, including circulation tax, carbon tax and VAT. Prices will not go down unless taxes are reduced,” he said.

The investigation, which began on June 14, 2024, targets markets in Tirana, Elbasan, Berat, Fier, and Korçë.

The Competition watchdog’s report notes that wholesale fruit and vegetable establishments increased prices when they sold products to the retail sale operators.

According to the Competition Authority announcement, officials are examining whether vertical integration and significant price discrepancies among producers, collectors, and wholesalers may indicate anti-competitive practices. The watchdog is particularly concerned about possible agreements or coordinated actions between businesses that could undermine fair competition.

The review will cover transactions from January 1, 2023, to May 31, 2024. The findings will determine potential breaches of Albania’s competition regulations.

The Competition Authority said in a press release that taking notice of the media reports over an announcement by the enterprises producing milk and dairy processed by-products that they will increase the retail price of these products by 37% starting on February 15, the Authority decided to set up working team to monitor the market.

The Authority will monitor the market to prevent any price speculation according to the law to prevent any concerted practices between two or more undertakings, and decisions or recommendations of associations of undertakings which have, as their object or effect, the prevention, restriction or distortion of competition in the Albanian market.
