“Every member of the cabinet must publicly vow here to faithfully follow in letter and spirit the Code of Ethics and in doing so they assume before the public the personal responsibility for its implementation,” said Rama.

According to Rama, this Code of Ethics is not simply a framework of general ethical norms on paper, but a way of life with the public duty of each minister in respect of the citizens.

Rama asserted zero tolerance for anyone found in breach of the Code of Ethics, while anyone repeating its violation will face resignation.

“In the event of breaching one of the points of the Code of Ethics, the responsible minister should make a public apology. In case of repetition, he must resign. This framework equally applies to me, since I have never been in conflict with it for 8 years and neither will I be in the next 4 years to come, ” Rama said.

Rama said that another ethical violation in previous terms has been the inconceivable deviation in some cases of ministers from the spirit of collegial decision-making in government through individual letters sent to parliamentary committees, or individual positions against things decided here to be reviewed for final approval there.

“Under any code of ethics for a democratic government, such act constitutes a serious breach of the government’s conduct line,” Rama said.

According to him, it makes no sense for a minister to oppose the government’s decision-making on the grounds that his sector has been affected.

“There is only one sector for which the whole government works. This sector is Albania. “Albania has only one budget and this is the budget of the Republic of Albania,” said Rama.

Rama also touched on the communication with the opposition in the next 4 years to come.

“We will no longer respond in the old format to wall-posters of the opposition press conferences.
