The memorandum was signed by the Inspector General of the Central Inspectorate, Shkëlqim Hajdari and Director of the Administration for Inspection Affairs of Montenegro, Ilir Harasani.

This is the third cooperation agreement, after the agreement signed with the Inspectorate of Bosnia and Herzegovina and North Macedonia.
