TIRANA, Oct 21 /ATA/-By Maela Marini/ State Election Commissioner Ilirjan Celibashi emphasized that electoral reform should address key issues such as political party financing, online campaign organization, and voting accessibility for individuals with medical conditions. The topic was discussed in one of the panels at the “30 Years of Partnership and Progress” conference.

Panel participants highlighted the main areas where changes to the Electoral Code are needed.

Celibashi emphasized the issue of political party and electoral candidate financing by third parties.

“In organizing and running political parties, as well as funding their election campaigns, we need to carefully consider how to regulate third-party contributions and support for specific political entities. This aspect requires proper regulation,” Celibashi stated.

On the organization of election campaigns, Celibashi pointed out that the current Electoral Code addresses only traditional campaigning. “It does not include any regulations regarding social media, online campaigns, or internet-based activities,” he added.

He also stressed the importance of determining the future of electronic voting, including whether its use should be expanded.

Celibashi also stressed that the Electoral College has fulfilled its mission and no longer needs to exist as a formal structure.

He further highlighted the need to guarantee voting rights for individuals unable to leave their homes.

“We must address the issue of voters who cannot exercise their right to vote. Although they are entitled to vote, special medical needs prevent them from leaving their homes. This is particularly unacceptable now, as ballots are being sent to Albanians in Australia, while those living above or near polling stations cannot vote because they are homebound due to health issues,” he said.

Here, Celibashi emphasized that provisions must also be made to ensure voting access for certain groups who are on duty on election day, such as State Police officers and media representatives.
