TIRANA, Oct 24 /ATA/ – Albania has made significant progress in digital transformation, governance and improving its business climate, according to the first independent monitoring report on the country’s Reform Agenda published on Friday by the Institute for Cooperation and Development (CDI).

The report, prepared under the European Union’s Reform and Growth Facility, found that 23 of 36 reform steps planned between December 2024 and June 2025 had been completed. It said reforms advanced despite the May 2025 election period but called for greater transparency and stronger administrative capacity to ensure full implementation.

“The findings show determination from institutions but also highlight the need for clearer guidance on implementation, monitoring and reporting to make sure reforms deliver their intended impact,” said CDI Executive Director Krisela Hackaj.

Dutch Ambassador Reinout Vos underlined the importance of transparency and citizen participation, reaffirming the Netherlands’ support for initiatives that strengthen governance and accountability.

Report author Elvis Zerva said progress was strongest in digital transformation, governance and the business climate, but noted challenges such as the lack of measurable indicators, limited public guidance on assessing progress and irregular communication of results.

EU Delegation official Ritva Heikkinen praised CDI’s monitoring work and urged close supervision of line ministries’ reform plans to maintain momentum.

The report recommends a unified methodology for reporting and evaluation, improved public communication, and stronger involvement of civil society and the private sector in monitoring.

The findings are expected to inform discussions on Albania’s goal of joining the European Union by 2030 and contribute to the bloc’s 2028–2034 Multiannual Financial Framework.

TIRANA, November 18/ATA/ Chairman of the Democratic Party Sali Berisha said this evening to his supporters from the balcony of his house where he is staying in house arrest that the Centrist Democrat International has approved today a resolution in support of the Albanian opposition.

“The Centrist Democrat International, the organization that groups together 108 political parties from all continents has had spoken for the Albanian opposition”, said Berisha.

Berisha also read the CDI resolution, presented by the DP, while adding that it was unanimously voted by 108 political forces, among the largest in the world, of all countries.

“CDI emphasizes the need for an impartial and independent justice system in Albania. The recent cases of politically motivated arrests, persecutions and imprisonments of opposition leaders, MPs, local officials a few months before the general elections prove that Edi Rama is seeking a fourth term in office at all costs”, said Berisha. /a.f/p.s./
