TIRANA, Sept 13 /ATA/ Prime Minister Edi Rama again addressed the deadlock over magistrates’ and judicial staff salaries, stressing that disagreements between branches of government must be handled in a civilised manner. He added that even if judges’ demands were justified, the way they sought to achieve them was, in his view, unacceptable.

Prime Minister described the situation as a clash between branches of government, asking whether Albania was functioning as a single republic or as “three states in conflict”. He said the first step in such circumstances should be dialogue and communication between institutions.

Prime Minister Edi Rama said that even if judges’ demands were legitimate, in my view they are not, the way they pursued them set the wrong example, accusing the justice system of seeking rights “through violence, arbitrariness and unilateral action” without exhausting legal steps. He questioned whether Albania was functioning as one republic with three constitutional branches of government or as “three states in conflict.”

Rama stressed that the government and ruling majority have no intention of disregarding the Constitutional Court’s decision. He added that judicial institutions should have engaged with the executive to discuss how the ruling would be implemented before taking further steps.

Prime Minister Edi Rama questioned whether Albania was functioning as one republic or as “three states in conflict”, criticising the lack of dialogue between institutions. He said the first normal step should have been contact and talks among officials, who bear the responsibility of state‑building and of setting an example in Albania’s European path.

Rama underlined that the government abides by the Constitutional Court’s ruling.

Rama said the government and ruling majority had no intention of disregarding the Constitutional Court’s decision, but noted the July 31 deadline could not be met due to parliamentary procedures. He criticised what he called arbitrary action by judicial bodies against a majority that had driven justice reform and improved welfare standards for magistrates’ families.

Prime Minister Edi Rama also referred to the request made to the Ministry of Finance and the State Treasury structures in connection with the salary dispute.

Prime Minister Edi Rama accused judicial bodies of acting like a political party, confronting the government “brutally” and threatening constitutional and political authorities, including the Finance Ministry and the State Treasury. He said disagreements must be addressed in a civilised manner, not through public intimidation to secure higher pay, warning that the judiciary risked behaving like a new political force seeking to multiply its salaries to levels of most developed EU countries.

Rama deklaroi se qeveria do ta respektojë plotësisht vendimin e Gjykatës Kushtetuese dhe do të ndjekë atë që e konsideron rrugën e duhur për t’iu përgjigjur kërkesës.

Prime Minister Edi Rama said the government would fully respect the Constitutional Court’s ruling and follow what it considers the proper course in responding to the request.

Prime Minister Edi Rama said the dispute should serve as a lesson, reiterating that the government will fully respect the Constitutional Court’s ruling and respond through what it sees as the proper course. He warned that no one should issue threats or attempt to hold the executive and legislative branches hostage.
