The case pertaining to the conflict of interest was adjudicated in the Constitutional Court and in the end it was held hostage to a conflict between two oppositions or three oppositions, or seven oppositions, leading to two different complaints about the same thing,” Rama said in a televised interview.
According to him, “the Constitutional Court somehow wanted to give an answer to both of them and brought to parliament a decision which is unforceable.

“Why unforceable? For a very simple reason. The Constitutional Court can override the laws made by the parliament after it finds they are not in compliance with the Constitution. On the other hand, the Constitutional Court cannot order deputies how to vote, it is impossible. It is theoretically and technically impossible. Because the vote of every deputy is sovereign. This has nothing to do with the justice reform, this has to do with a decision of the Constitutional Court that is unenforceable,” said Rama.

The Prime Minister informed that the responsible persons in parliament from our side have consulted with experts, constitutionalists, external, international experts on how to make sure this decision is enforced.
“Whenever Constitutional Court undertakes to judge a law passed by the parliament, under its scope of responsibility it has to say whether this law complies with the constitution and there is no question that you should implement it. But if the Constitutional Court brings a decision to the parliament that says to do this way, then such a thing is out of the question because the parliament is a sovereign power and no one, not even the Constitutional Court, can force it how to vote. /a.f/sm/
