TIRANA, Feb 27 /ATA/ – By Maela Marini/ The State Commissioner of Elections, Ilirjan Celibashi, stated on Tuesday that the adhoc electoral reform commission should address two decisions of the Constitutional Court pertaining to vote from abroad and the repeal of the Electoral Code provision related to the quotient, the threshold of 10 thousand votes for the preferential vote.

In a hearing with the members of this commission, Celibashi emphasized that “this is an issue that belongs to the political parties.”

Celibashi also brought to the attention of the commission a list of electoral reform issues that must be addressed by the adhoc parliamentary commission.

He emphasized the importance of guaranteeing the right to vote for a category of voters who are unable to go to the polling stations.

“Shall we continue to leave them behind when it comes to exercising the right to vote, or will we create opportunities for them to vote. There are about 30,000 Albanian voters who, for objective reasons, are unable to come to the polling stations to exercise their right,” he said.
Celibashi also emphasized the necessity of improving the rules related to the election campaign in online media, internet and social media.

Currently, according to him, the Electoral Code includes provisions only for streamline media, radio and television. “There is also a legal loophole for the print media,” he said.

He also underlined the need of completing the rules pertaining to the financing of the election campaign, as well as changes in the law on the initial registration of political parties.

“Parties that have not secured any mandate in the last 3 elections must resubmit a list of supporting signatures,” he said.

Another issue that should be considered, according to Celibashi, is the designation of the place where the votes will be counted.
