TIRANA, June 9 /ATA/ Minister of Justice Ulsi Manja announced that Albania has undertaken one of its largest investments in the digitalization of the judicial system. Speaking at the Conference of Chief Justices of the High Courts of Central and Eastern Europe, held in Vlora, Manja emphasized that the city—historically known as the cradle of Albanian independence—has now become a hub for judicial reflection and reform.

Minister of Justice Ulsi Manja expressed his gratitude to the High Court of Albania and the CEELI Institute for organizing this prestigious event, which brings together some of the brightest minds in the international judicial system.

Minister Ulsi Manja highlighted the importance of collaboration in the judicial sector, emphasizing that this conference provides an excellent opportunity to share experiences, reflect on common challenges, and build bridges of cooperation between different jurisdictions.

Minister Manja emphasized that the topics discussed at the conference are among the most relevant and essential for ensuring the effective and trustworthy functioning of a rule-of-law state.

Minister Ulsi Manja emphasized that public trust in the judiciary is the foundation of any democratic system. He highlighted that Albania’s judicial reform, initiated in 2014, aimed to restore this trust by vetting the system and enhancing transparency, integrity, and professionalism within courts and prosecution offices.

Minister Ulsi Manja emphasized that discussions on the relationship between national and international jurisdiction are crucial, especially for countries like Albania, which aim for European integration and rely on international legal principles and best practices from European courts

Minister Ulsi Manja emphasized that Albania has undertaken one of its largest investments in the digitalization of the judicial system through the establishment of the Integrated Case Management System (ICMIS). The Albanian government, via the Ministry of Justice, has ensured proper mid-term budget planning, allocating 1,059,950 thousand lekë (approximately 10.75 million euros) for the project.

This investment, combined with over 7.5 million euros from the European Union and 1.8 million euros from Sweden, aims to fully implement e-Justice (Digital Justice) within a few years. The initiative seeks to modernize judicial processes, enhance efficiency, and improve public access to justice, ensuring that Albania’s legal system aligns with EU standards.

Albania is set to host the World Law Congress in 2027, a prestigious global event that brings together chief justices, constitutional court heads, and legal professionals from around the world to discuss fundamental issues in justice and the rule of law
