TIRANA, Jan 6 /ATA/ – Albanian government has reviewed the National Energy and Climate Plan for 2020-2030 to include a series of measures to restrict the use of cars as part of its strategy to tackle climate change and reduce energy consumption.

The reviewed plan has been already revealed and it is now open to public consultation. According to the plan, a progress report on enforcement of the strategy will be submitted to the Energy Community Secretariat.

The amended plan suggests that more clean and energy efficient vehicles should be used and that vehicles may only be used on certain days, based on license plate numbers.

This approach, expected to become operational in 2025 and already used in many countries worldwide, aims to reduce air pollution and ease traffic congestion in urban areas.

The set of measures also includes improving road quality, promoting public transport use, introducing traffic taxes, and reducing mobility needs and distances through integrated planning.

Another key proposal is to reduce traffic congestion by cutting the number of buses operating on the country’s national road network.

Car transport accounts for the largest percentage of passenger transport, while motorbike and water transport account for a small percentage. Public transport plays an important role. Rail transport is currently insignificant and therefore bus transport is the only mode of public transport, which has fallen to 11% in 2018 from 15.4% in 2015.

Public transport is expected to grow to 12% by 2030 and remain constant in the years to come.

With the vehicle market being dominated by used cars and the average lifespan of around 14 years, a significant increase in electric vehicles is projected to begin and continue until 2050. The revised Plan foresees that by 2030, 10% of all vehicles used in the Albanian territory will be electric ones.
