TIRANA, November 2 /ATSH/ – Director General of the State Cadastre Agency Lorena Goxhobelli reported today to the Committee on Civic Initiatives, Cooperation and Parliamentary Oversight regarding the institution’s work for 2025 and the period from January to September 2026.

During her report, Goxhobelli noted as a standout achievement the digitization of 4.3 million property records, along with the scanning of approximately 54 million pages of technical and legal property documentation.

Another key milestone is the 95.6% coverage of the country’s territory through initial registration. According to Goxhobelli, 163 cadastral zones were completed in the last two years alone, compared to just 64 zones registered between 2016 and 2024. The objective is to fully finalize initial registration by 2027—one year ahead of the national target.

With 26,101 final decisions issued, 2025 marked the most successful year for legalizations since the establishment of the State Cadastre Agency. This momentum has carried into 2026, with 28,004 applications processed in the first nine months alone—already surpassing the previous year’s entire total.

The report also highlighted improvements in online services provided to citizens via e-Albania.

Goxhobelli emphasized that the agency has met all the measures outlined within the framework of European integration commitments on schedule.

In closing, the Director General of the State Cadastre Agency noted that, despite the progress achieved, there is still work to be done—particularly in reducing delays and ensuring a consistent standard of service across all cadastral directorates nationwide. /p.s./

TIRANA, April 9 /ATA/ Around 550 towers nationwide are being formalized with property titles to ensure legal security for citizens and protect these valuable cultural heritage sites.

The State Cadastre Agency is moving to formalize ownership of previously unregulated characteristic objects, clearing the path for urgent investment and renovation.

Proper legal documentation will create opportunities for growth in agrotourism and cultural tourism.

Northern Albania’s traditional stone towers, known as kulla, are cornerstone elements of the region’s cultural identity and architectural heritage. Formalizing and restoring these structures is a crucial initiative, breathing new life into historical sites while integrating them into local economic development.

The Cadastre highlighted that this process aims to secure ownership rights while encouraging investment in the restoration and maintenance of the towers, in compliance with cultural heritage protection standards.

This step runs parallel to the national tower revitalization program, which links heritage conservation with sustainable tourism. It supports a wider strategy for asset formalization and cultural valorization, turning historical assets into engines of economic growth and national identity. /e.xh/j.p/p.s./

TIRANA, December 12 /ATA/ State Cadastre Agency is expected to become a fully digital institution by the end of next year.

During a partnership roundtable organized to discuss the achievements, innovations and challenges of the State Cadastre Agency in this transformation phase, Director General Lorena Goxhobelli said that the work on digitalization is making progress at a very good pace and that this process not only facilitates the daily work of this agency, but above all significantly improves the quality and security of cadastral information for every citizen.

“Today, we are closer than ever to the digitalization of cadastral maps. Together with UNOPS, we have started work and a process that requires time, for the full digitalization of 33 thousand tablets. The end of 2026 will find us with a fully digital Cadastre”, said Goxhobelli.

The Cadastre has recently increased the number of automatic services through blockchain technology to 10, and has finalized the direct payment through the e-Albania portal with a bank card, without the need to appear at the post office or at the bank counters.

And yet, she said, digital transformation does not mean distancing from the citizen. “On the contrary, it aims for simplification, accessibility and shorter processing time for applications. Exploiting the advantages created by Artificial Intelligence remains another ambitious objective of the Cadastre throughout 2026,” Goxhobelli emphasized.

According to her, with the completion of the digitalization of cadastral data, there are created all the prerequisites for exploiting the benefits brought by the use of Artificial Intelligence.

While this year’s strategic focus has been on digitalization and initial registration, two fundamental processes that are not only improving service to citizens, but are also laying a strong foundation for ensuring the security and clarity of property rights, another significant indicator for the State Cadastre Agency is the reduction of the processing time of citizens’ applications.

Currently, 79% of applications are processed within the legal deadlines.

Present at the agency’s partnership roundtable were Minister of State for Local Government Ervin Demo, Director of the Territorial Development Agency Adelajda Roka, Head of Cooperation at the EU Delegation Ritva Heikkinen, Head of the Council of Europe Office in Albania Giulia Re and representatives of other Albanian institutions and interest groups related to issues of property, notary service, real estate market, etc. /m.m/a.f/p.s./

TIRANA, Sept 19 /ATA/ – Albania has launched digital land registration in the northern municipality of Tropojë, marking a key step in the country’s nationwide property digitalization initiative, Prime Minister Edi Rama announced on Friday.

The project, led by the State Cadastre Agency, aims to complete initial digital land registration across the entire country by December 2026, enabling faster and more accurate services for citizens through the government’s e-Albania platform.

In a social media post, Rama shared images of fieldwork in Tropojë and said the digital system would make property registration “simpler, faster, and more secure.”

He added that artificial intelligence will play a significant role in improving the quality and accuracy of property data and services.

“The State Cadastre Agency is on the ground for digital land registration, which by the end of 2026 will cover the entire territory, creating the conditions for a fast and efficient service through e-Albania, where AI will greatly enhance service quality,” Rama wrote.

Cadastre employees have begun verifying property documents held by residents, followed by physical surveying of the land. Once the initial registration is complete, data will be uploaded into the national system, enabling citizens to apply for official ownership titles.

TIRANA, March 10/ATA/ The State Cadastre Agency presented its new communication strategy, a document drafted with the support of the Council of Europe, which aims to improve transparency and relations with the citizens.

During the presentation of the strategy, Director General of the Cadastre Agency Lorena Goxhobelli emphasized the significance of this strategy, appreciating it as a first, but important step for the upgrade of the institution and the creation of more direct communication with the citizens.

The new strategy aims to bring about a significant transformation in the way Cadastre Agency communicates and interacts with citizens. To achieve this goal, there will be reorganized the human resources, ensuring better management of information and responses to citizens’ requests. The toll-free telephone line will also be strengthened, which will ensure more direct and efficient communication for any questions or concerns that citizens may have.

Special attention will be paid to clear and understandable information by creating audio-visual materials and orientation guides, which will help citizens to more easily understand the procedures and services offered by the agency. In parallel, the presence and engagement on social networks is expected to increase significantly, offering a more dynamic and interactive communication.

As part of improving access to services, the official website of the Cadastre Agency will be completely restructured, becoming simpler for users and more accessible to everyone. The aim is that every citizen can obtain the necessary information quickly and safely, without excessive bureaucracy and without unnecessary delays.

Cadastre Agency is experiencing a major transformation – emphasized Goxhobelli, with the initial registration of properties and the full digitalization of data as two key pillars of this change. The objective is to complete the digitalization of cadastral maps by 2026, while by June next year, there will be digitalized property cards and technical-legal documentation.

“For us, it is essential that every citizen feels that this institution is at their service, and not the other way around. Trust is not sought with words, but is earned with deeds and concrete results. Therefore, this communication strategy comes at an important moment and will help us build a new relationship with citizens, based on transparency, respect and mutual trust,” she concluded./p.s./

TIRANA, Feb 25 /ATA/ – Prime Minister Edi Rama announced Tuesday that the Albanian State Cadastre and land registry process will be fully digitized in the next two years to make sure that all land registry procedures, from research to deeds registration, will be done digitally.

Speaking at a meeting with the Socialist Party (SP) members and officials from several municipal units in Tirana, the government head acknowledged that the State Cadastre faces a problem.

He warned that the process of digitalization of the Cadastre won’t complete if the ruling Socialists were not to win the May 11 general elections.

“The problem currently facing the State Cadastre is one more reason to back SP in the elections. If not, the digitization process of the Cadastre stands no chance of whatsoever to complete in the next two years,” PM Rama said, stating that May 11 elections are key moment in history and a chance that Albania should not waste.

According to him, the process of digitalization of the Cadastre will no longer leave any room for corruption and bribery for officials working in this office.

The government head announced that his government has received two letters – one in January and one in early February – to open two more chapters of the EU accession negotiations as Albania is advancing on its path towards joining the European Union faster than any other country.

TIRANA, Dec 1 /ATA/ – A special Parliamentary Anticorruption Commission held a roundtable discussion on the property rights, one of the pressing issues highlighted in the European Commission’s reports.

A team of experts suggest that steps need to be taken mostly to adjust and improve cadastral date, digitize the real estate data and maps and further streamline application process to register property titles.

The Commission’s Vice Chairman Toni Gogu said in a televised interview on Sunday that such steps could be jointly taken through interaction of all relevant stakeholders, the State Cadastre, the Property Treatment Agency, the judiciary, local government authorities and public notary system.

According to him, the State Cadastre and the Property Treatment Agency could play a crucial role in delivering services and providing relevant documents so that former land and property owners can obtain what they have been denied and deprived from for so many years.

Gogu put emphasis on the need to tackle ownership rights, which is one the most complicated and cumbersome issues in Albania, highlighting overlapping claims and inaccurate property registrations.

The Socialist lawmaker noted that technology could be a very helpful tool in addressing property issues.

TIRANA, June 30/ATA/ Prime Minister Edi Rama announced today that beginning from Monday, July 3, the State Cadastre Agency will no longer be accessible to the public, as services will be received through the e-Albania platform.

In the presentation of the reform for the State Cadastre Agency, the prime minister said that beginning from Monday, July 3, the Cadastre counters will be closed and the 30-year regime of letters, stamps, and chiefs will end.”

According to him, “Everything will be online with signature and electronic seal”.

“The practice, ‘paying to receive service or serving while being paid’, will be archived as part of the painful history of the past”, emphasized Rama.

According to him, “From Monday, July 3, the Cadastre will be a digital machine”.

“From Monday, July 3, none of you will be able to do anything in the Cadastre Agency because no one will answer you even if they want to because nothing is up to anyone. From Monday, on July 3, the Cadastre will be a digital machine and the employees inside, who have already started to leave, cannot deviate anything in any direction as they wish, they can deviate nothing”, he said.

The prime minister said that from July 3, the citizen will not be able to choose which employee will handle his request.

“The Cadastre employee in Shkodra will have in the computer the task to handle a case in Delvina. The Cadastre employee in Gjirokastra will handle the case of a property in Tropoja. The citizens should no longer go to the Cadastre Agency because no one is receiving them anymore, just like at the State Bank,” said Rama.

He emphasized that from July 3, the Cadastre Agency will be a window through the e-Albania platform.

“The applications are made there; the answers are received there; the document with the stamp and electronic signature is issued from there. Immutable, unmanipulated, inalienable. Not only that, but the system will be such that anyone interested in getting answers will see how the progress of the process is going,” added Rama./p.s./
