In her address, Xhemali said that, pursuant to the law on compulsory insurance in the transport sector and the law on private pension funds, the Financial Supervisory Authority (AMF) had adopted 27 secondary legal acts: 11 in the field of compulsory insurance and 16 in private pensions.
These acts regulate matters related to claims management and the Compensation Fund, licensing, investments, capital requirements, reporting and the operation of private pension funds.

Xhemali stated that the Authority had met all its obligations to adopt secondary legislation required during the period under review. She emphasised that, in relation to the two laws examined, all envisaged secondary legal acts had been approved, with no delays identified in the process.
The Director General also outlined the Authority’s commitments to European integration. As the lead institution for the relevant areas of Chapter 9, “Financial Services”, the Authority is working on a legislative alignment programme covering 15 legislative acts, 12 secondary legal acts and one Council of Ministers decision. Several of these initiatives have already reached advanced stages of drafting and approval.

Among the key achievements, Xhemali highlighted the Council of Ministers’ approval, on 2 October 2026, of the draft laws “On Crypto-Asset Markets” and “On the Supplementary Supervision of Credit Institutions, Insurance Companies and Investment Firms Belonging to Financial Conglomerates”.
She also noted that, on 30 June 2026, the AMF Board approved the Regulation on Digital Operational Resilience for entities licensed by the Authority, which aligns the regulatory framework with the requirements of the EU’s Digital Operational Resilience Act (DORA).

Regarding other Chapter 9 initiatives, Xhemali said that the legislative package on compulsory insurance in the transport sector had been completed, while work was continuing on the new law governing insurance and reinsurance activities. Progress had also been made on the draft law on the recovery and resolution of insurance and reinsurance companies.
Amendments to the law on private pension funds and the legislative initiative on covered bonds are undergoing public consultation and inter-institutional coordination.
