TIRANA, May 18 /ATA/ – A 230-year-old stone house in north-eastern Albania is emerging as a tourist destination after being restored from ruins and transformed into a guesthouse-style attraction, Prime Minister Edi Rama said on Monday.

Known as the Hupi Tower, the historic structure is located in the village of Lepurakë in the municipality of Bulqizë and has become increasingly popular with domestic and foreign visitors.

In a post on social media, PM Rama shared footage of the traditional stone house, which is undergoing further refurbishment, saying the site was being upgraded to higher hospitality standards.

He credited the revival of the stone tower to local resident Lul Hupi and his wife, who chose to remain in their ancestral village and restore the abandoned property rather than leave the area.

“They turned a dead heritage asset into a tourist destination, placing their village on the map and inspiring others to invest in agritourism,” Rama said.

The project has helped place the village of Dushaj in the Fusha-Bulqizë area on Albania’s growing rural tourism map.

Albania has launched a wider programme aimed at restoring traditional “kulla” tower houses across four northern regions and 14 municipalities, as part of efforts to link cultural heritage preservation with tourism and sustainable local development.

TIRANA, Nov 26 /ATA/-By Maela Marini/ – Construction of a 3.8-km-long Murriz tunnel, part of the Arbri Road linking Tirana with Diber on the border of North Macedonia, will somehow turn the northeastern Albanian region of Diber into a “green pillow” of Tirana, Albania’s metropolis.

In his remarks during presentation of the retro theme park “The Division” in the mining town of Bulqiza, the new road significantly shortens the travel time between the Albanian capital Tirana and the north-eastern region of Diber and has brought significant change in many aspects, as the project is helping the nascent tourism develop in this remote region, home to breathtaking natural landscapes.

“Construction of the Murrizi tunnel, despite the delays due to the geological complexities, is now nearing completion,” PM Rama said.

“Once the tunnel construction completes, Diber will become the green suburb of the Albanian capital,” he added.

The region of Diber has attracted a growing number of visitors in the last few years thanks to the new road and an increasing number of new agritourism establishments.

TIRANA, May 3 /ATA/ – Prime Minister Edi Rama called on local residents in the mining town of Bulqize on Wednesday to back the Socialist Party’s candidate in the May 14 mayoral elections and pledged more support and important development projects in the north-eastern municipality.

“We are asking nothing but just support for SP candidate Festime Mjeshtri in May 14 elections as an opportunity for us to help you as much as needed,” PM Rama said in remarks at an election campaign meeting in Bulqize.

The government head noted that just a few years ago, the mining town was an isolated area, but with the Arbri Road constructed, it is just 40 minutes away from the Albanian capital.

He said that another section was opened to traffic earlier on the day and the last 300 meters of Murriz tunnel have yet to be opened for the entire road to complete.

PM Rama said he very much hoped and believed that the area could see a growing number of visitors in a very near future.

TIRANA, Oct 31 /ATA/ – Prime Minister Edi Rama’s remarks at meeting with residents in municipalities of Bulqizë, Klos and Mat on local government performance:

Hello everyone!

We were forced to hold this meeting with residents from the three municipalities because of the tight schedule and busy agenda of the next activities in Mat and Klos later today and in the municipality of Diber tomorrow. However, I would like to thank each and every one of you for attending this meeting.

I hope that the presentation would be a brief one, since I am already familiar with the lengthy version of the presentation by the three of your mayors, and I hope it contains sufficient and valuable information for you and everyone watching us, because a lot has been done and a lot has been delivered on projects that many of you and the residents living in rural areas might be unaware of.

Those who have never visited rural areas and the countryside all over Albania surely think that poverty prevails with people starving and that everyone is leaving the villages not only in Bulqizë, Mat, Klos, and Diber but all over the country. It is definitely true that there are people leaving the country, because this is an unavoidable phase in history that my other countries have been through earlier than us. It has happened for us, as everything else, for things to take place at a much later phase, because we have emerged from the communism’s hell, yet there are individuals constantly returning back home and launching successful business activities and employing many other people.

Earlier today we visited a medicinal plants collection and storage facility here in Bulqize, a business activity launched recently by a local young man, who has also been granted government assistance through the Agricultural and Rural Development Agency (ARDA) funds, helping and employing a growing number of local residents involved in harvesting a diversity of medicinal plants and herbs in this region.

This is a fact anyone can witness. One cannot earn 35000 lek daily by emigrating and working in England or elsewhere.

Of course, when it comes to the electricity price, Albania is the only country that hasn’t increased the electricity price rates on the families and the small businesses and no price cap has been applied to date. Why? This is because we think this is the path we should pursue as a government, which unlike what many propagate and what many think about, also thanks to these contaminated channels of communication for their own interests in using the TV screen as a mask to ambush the government and ask for things they are not entitled to, the truth is that we have maintained the electricity price unchanged. The truth is that the households still pay the pre-crisis price of 9.5 lek per kWh. The truth is that small businesses continue paying the pre-crisis electricity rate of 14 lek per kWh, if I am not mistaken. We have decided to do this, because we know quite well that if we were to raise the electricity price on the households, we would actually strain and restrict their purchase power at a time when commodity prices have soared. In the meantime, if we were to raise the electricity price rate on the small business, on the shops operating here, the inflation would rise immediately. In a nutshell, energy has no impact on Albania’s current inflation rate. Energy has a significant impact on the inflation rate in the countries around the world and it is for this reason that the prices of basic goods and items have increased almost twice as much as the prices in our country. This is the truth.

I would like to comment on the so-called “my personal taxi.” It is true that the government has signed an agreement with the national carrier Air Albania since we took over the OSCE’s chairmanship to promote the company by using one of its aircrafts during working visits, I emphasise, for working visits and not for private trips that I rarely do and I do so on my personal and family expenses. The accord with Air Albania has been renewed and amended and for you to know and everyone else to listen, because nobody would tell you. And you can’t certainly hear it from “the hyena non-grate,” a terrible combination of both hyena and non-grata. Just imagine an ugly hyena being also a non-grata hyena. This is catastrophic. So it is not wise to heed a hyena non-grata. It is even worse when one is both a hyena and also a spy. A hyena and also a spy. Just imagine it. Are one supposed to listen to them? There are other hyenas too, the ones howling day and night on the TV studios and the web-based news portals. But they are not to be blamed, because the prosecutors don’t move a finger against them, even though they have been referred to the prosecutor’s office on incredibly high fiscal evasion charges.

Instead of being summoned by the prosecutors to be held accountable for the millions of euros they have taken away from Albanians, because they have avoided paying taxes and we have done our job. So, the state has done its job, as they have been referred to the prosecutor’s office. The prosecutors don’t act against them. Just like the prosecutors are not acting against all these influential individuals, be it either them showing up on the TV screens or those who don’t make their way to the TV channels yet they are greedy. And the prosecutors fail to act. And I mean the Tirana prosecutor’s office, not the Special Anti-Crime and Anti-Corruption Office, SPAK. Tirana Prosecutor’s Office is a system that has yet to be properly reformed. However, let’s return to the most recent accusations of alleged high travel costs by using commercial charter flights. My travel costs on Albanian taxpayers in my capacity as the Prime Minister in 2021 were four times lower than the costs incurred by the previous prime minister in 2010. In other words, the cost of a flight of the previous prime minister was estimated at 2.5 million lek, whereas my flight cost is estimated at 650, 000 lek. This is the truth and these are official data as shown on the bills and ticket prices. This is the truth and not speculation. Not only that, but many journalists fly with that alleged “my private taxi” and they pay nothing indeed. And I am not flying alone, but I am accompanied by other official delegation members and they are usually small delegations as we don’t employ bodyguards when travelling abroad, as the hyena (former Prime Minister Sali Berisha) did because he feared being attacked.

But the truth is that this is the first government administration since 2013, because one could ask how come that the costs are this way, because neither I nor any cabinet member travels in business class since 2013. They all travel in economy class when flying with Air Albania planes. I already told you the cost of these flights. According to the agreement we have signed with Air Albania, the aircraft is a promotion for Albania and the national carrier too.

I was checking the budget costs for the famous private-public partnership deals or PPPS. Their cost is estimated at around 40 million euros a year. What are they for? These PPP contracts will be in force for the next 30 years. And it is not about money being paid to them instantly. They are paid year after year. What are they paid for? They are paid so that the urban wastes are collected and processed. And what other contracts are for? They are awarded to ensure the best care service possible for women when giving birth to their kids, for patients when undergoing a surgery so that they do not contract post-operational infections as it was used to be the case when surgeons performed surgeries by using the China-era devices, representing the lowest or the basic standard of the medical devices and instruments, but which were being used in our hospitals across the country until recently. The medical instruments are now sterilized in line with the highest European Union standards and the post-operative infections rate has dropped significantly.

The PPP contracts have been awarded to help the dialysis patients and the medical check-up. All these are provided for free to patients across our health care system and of course such services come at a cost that is paid by the state budget. So every contract has been signed to provide and deliver best services to the people. But the opposition claims that these contracts cost 450 million euros. This is a pure lie.

I was very pleased to learn about things going on here in Bulqizë. The procedures are about to complete on constructing the segment between the Qafa e Buallit and the village of Plani i Bardhe, part of the Arberi Road. We will complete this project properly. Work is underway currently on opening the Murrizi Pass Tunnel after facing problems related to the geological formations and work progresses by opening just a meter of tunnel every day, compared to around 24 to 25 meters a day at the Llogara Tunnel. That’s why the project’s deadline has been postponed. However, procedures have already been completed regarding construction of the two last remaining segments and I very much hope everyone will be able to travel freely along the entire stretch of the new road, except for the tunnel, construction of which will take some more time due to the geological problems.

Thank you very much!

TIRANA, Oct 28 /ATA/ – The Prime Minister Edi Rama attended a meeting with local girls and women in the town of Bulqize on Friday as part of his tour to the north-eastern municipality, where the women’s role and contribution to their families has become increasingly significant. Earlier this year, the government decided to double the existing economic assistance benefit for households of female family heads with three or more children under the age of 18 as part of its relief packages designed to help citizens to cope with the rising prices and the effects of the global energy crisis. As of October 1, the government decided to double the economic assistance payment for the female family heads with two children too. As many as 6757 female family heads benefit under this scheme.

* * *

Hello everyone and thank you very much for attending and for this large presence here! I do really appreciate it and I hope you won’t regret coming and this conversation is worth it.

I don’t think I would say something new as you watch me frequently showing up on the TV screen and of course things can be repeated. I believe it is worth however highlighting a few important aspects, taking notice of the fact that this area, the whole territory of the municipality of Bulqize, unlike what some think, although having no idea where Bulqize is situated and the only thing linking them with the word Bulqizë are the old horrible images of children over the chrome stockpiles. It is worth underlining the fact that this is an area of really hard-working residents. The rate of land use and cultivation of the fertile land in the area is really significantly high and the area is renowned for diverse locally-grown produce. Local residents here earn their living through hard work, by cultivating their land, beekeeping, livestock and the area has significant potential for development.

Prior to this meeting, we visited a newly-built medicinal plants collection centre.

This area is abundantly rich in medicinal plants and herbs, but I would actually like to tell you here is the fact that the young man, the owner of that medicinal plants collection centre, and his family have built that facility through the government assistance, in a bid to tap this whole huge potential for export. He had already stored an initial quantity of the medicinal plants he had collected from a local family in a single day and the value of that quantity was about 35,000 lek a day. Harvesting medicinal plants is definitely a very difficult job as these families have to collect them in rough mountainous terrain. However, earning 35,000 lek a day is really great. It is a sort of work one cannot probably do every day, yet it is a new economy we plan to promote and provide maximum support. Building collection and packaging centres we will be able to develop a chain economy. This region is rich in medicinal plants, while the capacity to harvest them is insufficient and as such these plants are an inexhaustible source.

The second issue I would like to reiterate as you have actually heard it often is the absolute necessity to protect you and every other family all over the country from the effects of the rising electricity prices. You certainly know quite well that if a higher electricity bill is imposed, life becomes difficult and it actually becomes even unbearable and impossible if the electricity bill would contain the real price of electricity today. If paying 9.5 lek per kWh is difficult, just imagine what would have been for everyone to pay 44 lek for each kWh. It would be impossible for everyone. It is for this reason that we have placed a financial shield and the state pays the entire price difference. And the electricity price is not falling. On the contrary, it keeps increasing in the international markets. I noticed earlier today that the Energy Regulator had determined a new higher electricity price of 44 lek from 42 lek previously. So the price has increased again. However, we will continue to keep the electricity price for the families and small businesses unchanged, being fully confident this is the right thing for us to do and by doing so we also succeed in maintaining the inflation at a lower rate than in other countries in the region. And we can’t stop inflation from rising, because no country can, but we can mitigate it. Increased electricity price is the main reason why the commodity prices in other countries in the region are almost twice as high as in Albania. If we were to increase the electricity rate for the small businesses and shops they would normally transfer the entire burden to the consumers that buy food and other basic items. And on the other hand, we also have had a discussion, since those bombarding you and all Albanian citizens with all types of poison, fabrications, slanders and contortion of half truths and big lies have recently raised the outcry over the alleged increased fines we plan to impose on businesses. It is true. We will increase fines significantly, but not on the small business. We protect small businesses by keeping the electricity price unchanged and exempting them from having to pay taxes. All we ask small businesses to employ people and pay the social insurance contributions for their employees. We don’t collect taxes and VAT from the small businesses and no fines will be imposed on small businesses. However, quite the contrary will be the case with big business. Fines are not taxes, but penalties imposed on anyone for illicit actions. One should not commit illicit actions and avoid facing penalties. But when fines are imposed they are such that you and everyone else know what they could be up to. This is what we have been told by the majority of the public via the National Consultation process with respondents agreeing on higher fines and penalties on larger businesses, so that they refrain from avoiding taxes.

In the meantime, you heard from the European Commission President a day ago, and you certainly have learned about our plans to impose the so-called extraordinary tax on the big electricity producers. I reiterate, the tax will be imposed on big producers and not on the small ones! The extraordinary tax will be levelled on the power exporters that sell electricity at much higher rates than the pre-crisis prices. Why? Because they took advantage of the crisis that unfortunately affects many others. The electricity price skyrocketed, but they have done nothing to deserve this good luck. On the other hand, you and others like you feel the effects of this crisis on their back and you certainly don’t deserve this. That’s why we will impose a high tax and we will take a good part of their earnings they have gained without making any investment at all, but they just took advantage of the situation. We will distribute this tax revenue to the people most in need and the women with two, three or more children that will now receive double economic assistance. And we will approve more support packages for female family heads in particular.

Just like we did with the most recent measure to support and pay the social insurance contribution for the employed women with three or more children and this is a measure that provides relief and guarantees their pension payment once they reach the retirement age. Another measure we are currently discussing and will hopefully be included in the next relief package, namely reimbursement of the education cost for their children. Again, this measure is designed to help women with three or more children and we hopefully include women with two children in this support scheme too.

Belinda mentioned the investment plan designed to build a food industry here. I would provide another example and the Mayor is ready to work on that. At a meeting with local women in Diber, Peshkopi, we discussed ways to develop their household economy. Many of them used to work at home, cooking pie and other traditional delicacies. In order for them to work and earn more, I urged them to come together and forward a project that we will definitely support. The outcome of that conversation is now tangible in Peshkopi and what I would suggest, with the municipality help, is that the single mothers, who should raise orphans and want to earn more money and work more, can join forces and launch an agritourism activity here. There is no reason to be surprised, because there is no need for you to invest money, but the municipality and the central government can provide for you instead and provide assistance so that you can launch a profitable agritourism business. It doesn’t take huge investment for that and such an activity would create jobs for you, would generate income for everyone by doing the chores in a guesthouse that would be the house of everyone involved in it. There are many old dilapidated buildings that can be rehabilitated and transformed into guesthouses and hotels and attract many visitors and nature lovers, adventure tourism enthusiasts who love mountain climbing and enjoy this amazing landscape. Hupi guesthouse in Fushe-Bulqize village is attracting a growing number of visitors and that area is definitely part of this stunning nature and landscape. Belinda and the Mayor would commit in person to press ahead and deliver on such a project that would bring together many women.

In Elbasan, I have met women like you, involved in olive growing and harvesting. They had joined forces together with a group of men too, forming a large federation of a total of 130 individuals and as such they have benefited from important financial assistance and they have built their own olive collection and storage centre and therefore none of them has to think about where to send their production. They have also built an olive oil extraction and production line and they now produce their own olive oil and none of them has to think about where to transport and sell it. We can create precisely this here and you would see for yourselves that it would work. It would definitely work also through the support from the municipality and a management training course in terms of administrative and management aspects of the agritourism business that would work as a cooperative or a federation or an association. You name it, because the word cooperative scares everyone, although cooperatives are an operational reality in the EU member states and throughout the world. Such organizations operate in medical plants collection, agritourism businesses and small hotels that allow young people and other visitors who wish to explore nature, climb the rough terrain and taste local delicacies. This way you would be able to generate economy and earnings and these are projects that we will deliver on for sure. We will deliver and you will soon see for yourselves that they will become new realities and will definitely attract more women and more families to launch other similar agritourism activities in the future.

Thank you!

TIRANA, Oct 28 /ATA/ – Prime Minister Edi Rama on Friday began a tour of the north-eastern region of Diber with a visit to the newly-built agricultural and livestock market in the town of Shupenze, Bulqize municipality as part of a nationwide open dialogue campaign of meetings with local hard-working people and farmers, who have succeeded in increasing their production and improve quality and marketing of their locally grown produce thanks to the government-funded national agriculture support scheme and well thought out investments as new working spaces of this market.

The national support scheme: As many as 163 local beneficiaries in past 4 years; 23 million lek allocated in funding for local farmers; 194 beneficiaries under excise-free oil scheme of over 20,000 litres of oil.

Prime Minister Edi Rama: Thank you very much for this impressive hospitality! I am not going to deliver a speech before you are provided the opportunity to speak so that we engage in a conversation instead of me repeating some issues most likely you have already listened to while watching TV. So anyone wishing to take the floor will be welcomed. In the meantime, thank you again for this warm welcome you extended me.

– I am a farmer and I have purchased a land area of around one hectare. I used to live and work in Italy. I know you well and I know you deliver on your pledges as I have had the chance to meet you when you used to serve as Tirana mayor 10 years ago. I have purchased the agricultural land in question gradually, but the regional Cadastre office hasn’t been operational since the ’90s. I don’t benefit from a single litre of oil. I cultivate potatoes in an area of over 5000 square meters of land and I am told that I should obtain the land ownership certificate. But how am I possibly supposed to obtain such a document when nobody recognizes the land purchase transaction. I wouldn’t be successful without your support.

-I am a herdsman tending a flock of over 300 goats. I have been living and working abroad for 20 years. We have received subsidies, yet we need more support for construction of stables, if possible.

-I am the head of the local beekeeper association. Local beekeepers have been successful also thanks to the local resources. Some government projects on water supply, irrigation and treatment have also helped this sector as honey bees need a dependable source of water year round. Together with the Minister of Agriculture we have been discussing the issue of a new law on beekeeping and you have pledged to deliver on this aspect. In my capacity as the chairman of the beekeepers association, I am urged to ask the question why some have benefited from subsidies, whereas some others not?

Prime Minister Edi Rama: Thank you for your remarks. If you are to ask individuals who do not live here and have nothing to do with this area, but see the Albanians’ lives and economy, the hard work and the countryside via the TV channels and media reports only, he or she would certainly say that Bulqize is home to some modern “slaves” who collect chrome stones stockpiled in some steep hills, because this is actually the reality described on the TV screen.

Unfortunately, TV is increasingly becoming a large source disseminating lies, manipulations, and fabrications to poison the public opinion.

Indeed, these area boasts a total of 1144 hectares planted with corn, 136 hectares planted with vegetables, 160 hectares with potatoes, 34 hectares with beans, 6730 hectares planted with fodder crops, 266 hectares of orchards, 35 hectares of vineyards and a total of 146 754 apple trees, plum and pear trees, grapes, cherries, walnuts and hazelnut trees that occupy a considerable area and where it has been invested and more investments are underway.

Facts and real life in Albania’s countryside are completely different from what is being or is often said by individuals, who don’t live in the villages across the country, and unfortunately what is being said about these areas not only conjures up the idea that the rural areas have been plunged into poverty, people are starving and there are no more people living in the villages to cultivate the land and involve in farming. Such claims also discourage young people from working in the agriculture sector and young people tend to leave rural areas.

As far as your comments are concerned, I think that Bulqize mayor really deserves to be commended.

Someone called for assistance to build stables for animals. I would tell you that everything is in your hand and your cooperation with the local government and relevant local authorities here. All the locally grown fresh produce can become more valuable and can generate more income for the farm households should the agro-processing sector and enterprises in this sector be founded and become operational. Should the products we already saw firsthand at the agricultural market, the ones that are already processed manually and in an artisanal way and also packaged in an artisanal way, now become to be processed in agro-processing plants and be packed in a modern way, quality of all these products will improve significantly. If you would seek to sell your the locally-grown products individually with everyone transporting their products on their own, you can of course do so and you can generate some income, but if you join forces, if the beekeepers join their forces and together with their association’s chairman design a project on a collection and storage warehouse and packaging according to the sort and quality of honey, the end result will be an autochthonous product with special and great food value and definitely high quality honey. This way you will be able to increase your sales as they can sign contracts with potential buyers who collect large quantities, instead of collecting the production traditionally with small jars.

Another issue raised by one of the participants has to do with the agricultural land and the land ownership issues. The European Union funds allocated to Albania, and we have actually succeeded in absorbing more EU funds than any other country in the region, because we have totally altered the way the Agricultural and Rural Development Agency (ARDA) works under Frida’s leadership, who has to be credited with this accomplishment, and we can’t use the EU funds to provide financial assistance to farmers and entities that are certainly real ones, yet lacking the due land ownership documents. It is in the same way that the lack of the land ownership deeds actually becomes a reason for refusing funding to individual farmers and agricultural enterprises, including stables and collection and storage centres.

The last thing I would say is that farmers need to focus on growing the high-demand and best-selling products in the market. In a nutshell farmers should stop doing the same thing over and over and expecting different results. If we want a different result, we need to do something different, should a certain product turn out to be not a best-selling one. This is really important as we happen to watch farmers on TV throwing their apples, onions and others pouring their milk and blaming the state for not supporting them. The state is not there to purchase your products, because we live no longer under that system that used to do so, but the fact is that just a few meters away from the small group of farmers that throw their apples, another larger group is successfully selling and exporting their apples and they live in the same state and country. How can one possibly explain this? This can be explained with the fact that the ones that dump their apples are not willing to acknowledge that the variety of the apple they cultivate is not demanded by the market, whereas the successful ones have heeded the Ministry of Agriculture directives and they have planted other varieties and are now exporting their products successfully.

Second, this can also be explained by the unification, the farmers that join their forces. We won’t be able to meet our sales targets if we don’t join forces, not in producing, but in selling your products. The more you offer up for sale the stronger when negotiating the sale price. How are you possibly able to negotiate when all you offer is just a sack of fresh products you pick from your land and take to the road hoping to sell it on your own? But once it starts raining, it becomes very cold or very hot and you should take your product away as soon as possible, otherwise it will rot. That’s why farmers should join forces and create collection centres. We need the system I already mentioned and fortunately this is what is actually happening in Albania. Farmers across the country are getting together and it doesn’t take 5000 people to join forces, but 50, 70 or 100 people so that they can negotiate and sell their products. This way they would use the same seeds, the same pesticides, the same cultivation processes and offer the same product up for sale, with everyone obtaining what they are entitled to, depending on their individual contribution.

Last but not least, I would like to also focus on agritourism. This sector is a guarantee for success in all remote areas, seemingly not worth trying to do something, because it takes just the wonderful nature and landscape, an inherited private family home, a modest investment to rehabilitate this house or build some rooms to transform it into a guesthouse that would generate sufficient income for your households. You all are blessed with these. Of course, government assistance and support is needed and will be definitely provided to support such projects. The support through the EU-funded programmes is also available to such projects. It takes just designing the project and support will be made available. Again, I am not talking about things that could happen in the future, but I am referring to projects already underway, but more and more such projects should be developed. To this end, I have asked Mayors to show support and strongly promote agritourism projects, because this nature is really a God blessing and its potential needs to be tapped in full. This stunning landscape, the absolutely fresh air and nature beauties will definitely attract a larger number of both local and foreign visitors. I would urge you all to trust this, because this is what is happening in rural areas all over the country and more such investment projects are needed. That’s why more doors need to open, that’s why more beds and more quality services should be made available so that tourism develops in this area too. This is totally possible.

Thank you very much!

The 19-km irrigation canal between the villages of Tuçep and will irrigate more than 700 hectares of farmland in many villages of the area.

Prime Minister Edi Rama posted Sunday images showing completion of work to rehabilitate the irrigation canal.

“This is the 19-km long irrigation canal between Tuçep and Çerenec in Bulqize municipality, which will irrigate around 700 ha of agricultural land, totally reconstructed under “the water to every plot programme”, thanks to which the area of cultivated farmland has doubled in recent years in Albania,” PM Rama said.
