TIRANA, Oct 3 /ATA – Maela Marini/ – Prime Minister Edi Rama warned Friday that architects will be held legally accountable if they deviate from approved building projects.

Presenting new legal measures aimed at ensuring the quality enforcement of construction permits, Rama emphasized the mandatory inclusion of a responsible architect in the implementation phase to guarantee adherence to architectural plans.

“Architects are under intense pressure from builders to deviate from approved projects, yet until now they were not legally accountable, leading to continuous distortions in construction processes,” Rama said.

By making architects subject to the law and holding them responsible for overseeing the project, Rama stressed that “any deviation from the original design will become impossible regardless of pressure from builders, as the architect who shirks legal responsibility will bear the consequences.”

The government head also highlighted reforms to formalize notification procedures, introducing detailed rules for supervisory institutions and authorities to ensure every phase of construction work is fully traceable and documented.

He added that control phases will be clearly defined throughout the project implementation timeline, addressing a longstanding weakness in monitoring.

Moreover, Rama said control mechanisms will be strengthened by establishing four mandatory inspection phases carried out by local government units.
