TIRANA, July 3 /ATA/ – Albania’s Minister of Finance, Petrit Malaj, presented amendments to the 2025 state budget before Parliament on Thursday, outlining a series of reallocations aimed at improving the efficiency of public spending without altering the country’s key macro-fiscal indicators.

“The budget revision foresees internal reallocations of approximately 11.8 billion lek, supporting state capacities in cybersecurity, infrastructure projects, and investments in sports, justice, and healthcare,” Malaj stated.

Finance Minister also announced the approval of a new Sovereign Guarantee Scheme for the agricultural sector, worth 3 billion lek, aimed at improving access to favorable credit terms for farmers and small and medium-sized enterprises.

Revenue for the January – May 2025 period reached 305.92 billion lek, marking a 6.5% increase compared to the same period in 2024. Total expenditures stood at 267.1 billion lek, up by 12.8% year-on-year. The budget surplus was 39.1 billion lek, down 22.4% from the previous year.

Malaj said that economic growth is projected at 3.9% for 2025, driven by household consumption, investment activity, and strong performance in the tourism sector.

The public investment program, he added, aims to enhance infrastructure and competitiveness, with a particular focus on renewable energy, tourism, and technology.
