Greca highlighted that the first cluster of properties includes first property, lot 1, located across from the ‘Selman Stërmasi’ stadium, known as Delegation Park, and the second property at the former ATA on ‘Zhan D’Ark’ Boulevard.

Greca explained that the first cluster will house 22 government institutions of public administration, while the second will be for entrepreneurship. The goal is to ensure both buildings serve the community, remaining functional even when the administration is closed, with amenities like parking.

She pointed out that these plots are located in fairly populated areas of Tirana, where older buildings fall short of parking spaces, and that the new developments could address several community needs.

Greca highlighted, “A kindergarten and nursery will be built to serve both the administration and the community. All of these spaces will be accessible to the public on the ground floors, as they will cater to community functions. The aim is to revitalize this area of the city. The entrepreneurship building introduces innovation, with architects focusing on creating a unique design by incorporating open spaces. The building is intended to leave a lasting impression, making it memorable. This approach not only maximizes space but also ensures the building is well-lit from multiple angles.”

The Director of the National Agency for Territorial Planning stated, “Another important innovation is the public space created on the ground floor, which extends two underground levels, further increasing the community space.”

“We have a work of art placed at the heart of this public space by American artist Jamec Baket, a member of the team. Inspired by the former role of this area as the Albanian Telegraphic Agency, the architects aimed to give the building a distinct identity, drawing inspiration from another artist, Emilio Isgro, who works with texts,” she added.

Greca also mentioned, “The administration building at plot 1, situated next to the Cadastre, will accommodate three institutions, which we refer to as the property cluster: the Cadastre, the Property Treatment Agency, and the Expropriations Agency. These institutions are grouped together in one building to facilitate collaboration, save time during the workday, share resources, and continue to serve the community even when the administration is not operating.”

Greca mentioned, “The second property, situated next to the Faculty of Civil Engineering, is designated for entrepreneurship. It is a building made up of several volumes, designed with movement in mind, creating public spaces on the ground floor and extending to the second level, all aimed at providing areas for the community.”
