TIRANA, September 17 /ATA/ – Democratic Party MP and Chair of the Committee on Education, Science, and Sports Luçiano Boçi held an urgent interpellation today with Minister of Education Mirela Kumbaro, regarding the management of Albania’s participation in PISA 2025 and the responsibility to accurately inform Parliament and the public about the results.

In his remarks, Boçi highlighted that, “The OECD has identified a specific fact: schools with fewer than 21 students eligible for the PISA test were not contacted to conduct the assessment and, consequently, did not participate.”

According to him, this is not a detail to be overlooked.

Boçi stated that the interpellation aims to secure precise, documented answers regarding the exclusion of schools hovering around the 21-student threshold from the PISA test, the rationale behind this decision and the financial and technical details of the process.

According to him, public interest demands full transparency—not just regarding the published results, but also which students were represented, who was excluded and who must hold accountability for this situation.

TIRANA, Aug. 19 /ATA/ – Luçiano Boçi, co-chair of the Commission on Administrative-Territorial Reform, criticised a Socialist Party proposal to reduce the number of Albanian municipalities to 46 from 61 currently, saying larger local government units would widen the gap between citizens and local authorities.

Boçi said the proposal tabled by the ruling Socialists would increase centralisation and leave administrative centres farther from residents.

“With 46 municipalities, there would be more peripheral areas and fewer centres. Albania does not need ever-larger municipalities. It needs municipalities that work,” he said.

He rejected the idea that merging smaller municipalities would automatically strengthen local government, citing Tepelena and Memaliaj, Fushë-Arrëz and Pukë, and Librazhd and Prrenjas as examples.

According to Boçi, the main opposition Democratic Party’s alternative plan for around 100 municipalities aims to bring decision-making closer to citizens, preserve community identities and improve local services.

He said territorial reform should be measured not by the number of municipalities but by how effectively and how close to citizens services are delivered.

“Around 100 municipalities is not a numerical choice. It is a democratic choice,” Boçi said.

TIRANA, April 28/ATA/ The representatives of the Special Parliamentary Committee for Administrative-Territorial Reform held a public hearing within the framework of the comprehensive consultation process in Elbasan.

Led by the two co-chairs, Arbjan Mazniku and Luçiano Boçi, this session was held with the participation of local representatives, institutions, experts and citizens of Elbasan region.

Boçi said that, “We have insisted that such hearings should be public because the way in which problems are solved cannot be hidden”.

“The hearing is rather important because it has to do with the architecture of the state itself and its relationship with citizens, with the way in which the state is configured in the territory, how it serves the citizen, how the city is involved, how public funds are spent and how local democracy is organized”, Boçi underlined.

Boçi said that, “Territory is not an end in itself because in reality we have variants coming from the SP, but it is the main means for realizing the goal or goals that this reform has set for itself”.

These hearings are part of a series of meetings that aim to involve local actors and the community in drafting a more functional and sustainable reform for local government in the country. /k.s/j.p/p.s./

Ambassador Gonzato stressed the importance of an inclusive and fully transparent reform process, built on accurate data and broad consensus.

He said the speed of reforms should not come at the expense of quality, and that gains in efficiency must not undermine local democracy.

“It is also essential that new functions be matched with adequate funding to ensure local authorities have genuine decision-making autonomy, supported by the necessary administrative capacities,” Gonzato said.

The reform must ultimately deliver better services for citizens and align with European standards, he added.

TIRANA, February 2/ATA/ Chairman of the Democratic Party Luciano Boçi stated today that the DP will not abandon the electoral reform and territorial reform commissions, emphasizing that the political force he represents will continue to actively participate in these processes.

After discussions held in the Democratic Party’s leading board, Boçi said that the official stance of the DP is to continue working in both commissions, in accordance with the established agenda.

“The Democratic Party will continue to be part of the electoral and territorial reform commissions and will pursue the commissions’ agenda,” Boçi said.

He emphasized that the DP will not boycott the commissions and that the Parliamentary group’s willingness to cooperate in a reform that, according to him, is important for the country will be officially announced.

Boçi also said that there were discussions and different opinions within the Parliamentary group, including proposals for abandon, but the decision-making was made democratically.

“There should be a way, a consensual one, otherwise the process risks being perceived as predetermined,” said Boçi, adding that Parliamentary committees, including the Mandates Committee, remain essential for institutional functioning. /gj.m/j.p/p.s./

TIRANA, March 2 /ATA/ – The Deputy Chairman of the Democratic Party Luçiano Boçi presented a debate motion with the Prime Minister Edi Rama as parliament is holding a questions and answers session regarding the U.S. indictment of former CIA agent Charles McGonigal.

In his remarks, DP lawmaker Boçi said that the opposition has demanded that the government head provide answers regarding “the public and legal charges against him in the United States of America.”

“As for the political accusations here in Albania, PM Rama should have already resigned, because he turned the Prime Minister’s office into a corruption saloon, where he keeps the citizens’ wealth for his personal and political benefits,” Boçi said.

According to him, “PM Rama’s goal was to attack and ultimately eliminate opposition and political system in Albania.”

“This is not a political trial, but it is just the beginning of the dramatic end of a Prime Minister, who projected and undertook actions to eliminate opposition and political system in Albania, as well as violate the absolute reputation of the U.S. security,” Boçi stated.

TIRANA, February 3/ATA/ The Vice-Chairman of the Democratic Party in opposition Luciano Boçi and the MP Albana Vokshi submitted today to the Presidency of the Assembly the request for an investigative commission on the McGonigal case.

Speaking to reporters after submitting this request to the Assembly, Boçi emphasized that, “The prime minister does not accept either an interpellation or a motion with a debate and strange enough makes use of the Skype to justify himself.

Boçi added that, “The regulation clearly defines in article 25 that if 1 out of 4 lawmakers request the establishment of a commission, then it is the duty of the Assembly to accept”.

The opposition claims that PM Rama has attempted to corrupt the American security institutions with the aim of attacking the political system in the country and the elimination of the opposition. /j.p/p.s./
