TIRANA, June 30 /ATA/ Director of the State Cadastre Agency Dallandyshe Bici stated today that property registration and its legalization will be subject to a deep reform, where it will be the automated systems that will give answers to the citizen and not the officials.

During an activity for the presentation of this digital reform, where Prime Minister Edi Rama was also present, Bici spoke about a deep and impartial reform, to get out of a situation where, according to her, she was also opposed by the Cadastre officials who didn’t want to lose privileges.

“I found a state institution, a nest of abuse in the State Cadastre Agency”, she said.

“A reform was needed, so that the official would not have the opportunity to abuse”, Bici added.

Bici emphasized that she had personally followed up on every complaint received at the Agency these months, not only to give answers to the citizens according to the law, but also to understand where the decay of the system started.

“I faced the vicious mentality of the officials who were paid from the state budget to serve the citizens, but in fact they abused and enriched themselves with means that were up to them, the seal, the archive and the properties”, said Bici.

Bici said that this was the reason of many events, even acts of violence.

In response to this situation, Bici said that work has begun on the centralized management of the archive.

“The operation and protection of this archive will be the same as that of a bank. No one will be able to take even one sheet from the archive without being registered, or manipulate even one line without being scanned. The physical archive will be inviolable,” she stated.

Bici said that in a few months the digital archive will be stored with the blockchain system.

“This system is expected to start implementation within the current year”, she said.

“The only way was to create an automatic digital system through an intelligent body of applications that does not know the city, citizen or official. The official has only three options, to finish the procedure according to the law, to get additional information about the file or to close the application. In this case, the audit is put on alert immediately”, she said.

On the other hand, Bici also said that the 3D digitization of the entire archive will start in the near future./p.s./

“In the region of Durrës, a fire was neutralized in “Makaresh”, in the old cemetery of Durrës as well as at Lalzi bay, avoiding danger to residential areas” said Bici.

“The situation is calmer even in the village of Patin in Klos”, she added.

Also, Bici said that, “The fires reported in Vorë, in Marikaj village and Dushk village in Lushnjë municipality have been extinguished”.

Bici said that, “Meanwhile, the work continues since the early hours of the morning on the mountain slope in Balldren. There is already a normalized situation in the village of Shetaj in Durrës, in the village of Lgjin in Orosh of Mirdita as well as in the village of Lekbibaj in Tropoja”.

“During the two months of the summer season, June-July, 220 fires have started throughout the country due to the high temperatures”, underlined Bici.

“The prefectures that had the highest number of fire outbreaks were Fieri, Shkodra, Vlora and Tirana”, said Bici further.

“A total of 3088 forces and 320 vehicles were engaged in the management of fire situations from: the Armed Forces, the fire brigade, the state police, the volunteers, troops of the National Agency of Protected Areas, the forest service and employees of the local government”, emphasized Bici.

She said that, “During two firefighting operations, the National Civil Protection Agency has turned to the European Civil Protection Mechanism for help”.

“All the structures of the civil protection system are in full readiness with all the capacities from the ground and the air”, emphasized Deputy Minister Bici.

Bici called on the citizens, “To consider themselves part of the civil protection, to be careful and to report fires in time, in order to prevent them from spreading to larger areas. Cooperate with the local government, notify the firefighters as soon as possible! Deliberate or careless fires are punished according to the law.”/p.s./
