The Albanian Development Bank will function as a financial institution, modeled after the best European practices, with the following objectives: Strengthening small and medium-sized enterprises (SMEs), microenterprises, and startups through financing and technical support; Promoting Albanian exports to enhance competitiveness in international markets; Channeling funds and financial instruments from international partners towards development projects; Modernizing the country’s physical and digital infrastructure, with a special focus on green investments.

The draft law has been crafted in collaboration with strategic partners, including Cassa Depositi e Prestiti (CDP) of Italy, which has provided expertise in the design and establishment of this institution.

The Albanian Development Bank (ADB) will focus on projects that promote sustainable development and improve Albania’s competitiveness, adhering to the highest standards of transparency and accountability.

Among other things, the institution will provide financing for public and private projects at both local and central levels, creating bridges of collaboration between public and private capital.

Minister of State for Entrepreneurship and Business Climate, Delina Ibrahimaj, stated that “The establishment of the Albanian Development Bank is a cornerstone in our efforts to transform the Albanian economy. This bank will provide concrete support for entrepreneurs, promote exports, and create a solid foundation for the country’s long-term development.”
