TIRANA, June 23 /ATA/ – By Maela Marini/ Deputy Minister of Interior, Besfort Lamallari, presented today before the National Security Committee the draft law “On the Asset Recovery Office.”

Lamallari announced that this draft law is a new legal initiative, part of the commitment undertaken by the Albanian government through the Rule of Law Roadmap.

According to Deputy Minister of Interior Besfort Lamallari, “This draft law addresses commitments related to aligning the Albanian legal framework with the EU Acquis .”
“Specifically, it incorporates four crucial EU directives on asset recovery into the Albanian legal system. The draft law is the result of inter-institutional collaboration, coordinated with support from the Council of Europe. Through their experts, they have assisted us with best practices, such as those from Germany and France,” he stated.

Lamallari emphasized that these models have been adapted to the Albanian context, taking into account the fact that Albania has an agency responsible for managing seized and confiscated assets.

“This office is essential; it will serve as the central entity responsible for tracking these assets. This approach closely aligns with the model presented to us in France. Since then, we have been guided by the leadership of France’s Asset Recovery Office, who have assisted our working group in developing this initiative,” Lamallari said.
Deputy Minister of Interior Besfort Lamallari assured that this approach ensures the separation of information and the operation of the Asset Recovery Office in support of criminal investigations.
