Rama, in his remarks, emphasized that the public administration faces multiple challenges on the pathway to EU integration, adding that the fight against corruption is not only a matter of justice, but first and foremost a matter of culture.

“This is also related to being aware that the public administration has a primary role to play as far as good governance is concerned. Good governance is not only about how the government rules, but how the citizen is served, how merit-based system and competition are guaranteed, and these are not made a reality in people’s lives by the government alone, but by the entire human structure, i.e. the entire state machine. These become a reality in all the doors where the state and citizens interact,” said Rama.

“Also, we need to be very aware that anti-corruption must also be part of this mission. Anti-corruption is not just a war of justice against corrupt persons or corrupt practices. Anti-corruption is about conducting yourself, it is about a culture of service. Anti-corruption is awareness that each and every one of you has a role to play, in the climate of that institution and the institutional climate of Albania, so that my discourse is not too long, I want to close it by saying that our goal is to create in every space of the administration a new climate because when a record is broken, and we have already broken a record by successfully passing the scanning phase and entering the new phase of negotiations, you have to find new strength within yourself the next day to go further down the pathway, ” Rama said.
