TIRANA, May 2 /ATA/ Deputy Prime Minister, also Minister of Infrastructure and Energy, Belinda Balluku, stated on Thursday that the changes in the law “On territory planning and development” are necessary to improve the process of territorial development, also addressing problems that have been observed during its implementation so far.

“The proposed draft law aims to strengthen the standards of planning and development of the territory,” Balluku said in her remarks at the plenary session in the Assembly.

Specifically, Balluku emphasized, the draft law lays down the National Council of Territory and Water, a body at the central level, whose remit will include, in addition to the field of urban planning and development, also that of water resources management, as part of the review of construction and development permits.

According to her, the bill elaborates on responsibilities of the National Territory and Water Council according to two areas, namely urban planning and urban development.

The changes in the draft law detail the responsibilities of the Technical Secretariat of the National Council of Territory and Water and their completion with the monitoring of construction works, pursuant to the decisions of the NTC.
