TIRANA, Dec 28 /ATA/ – Prime Minister Edi Rama said on Sunday that the truth surrounding the investigation into Albania’s National Agency for Information Society (AKSHI) should be awaited “with patience” and determined solely by the country’s justice system, as he highlighted a sharp improvement in Albania’s digital governance ranking.

In the latest episode of his podcast “Flasim” (Let’s Talk), the government head shared the World Bank’s GovTech Maturity Index 2025, which assesses the level of digital transformation in the public sector across 197 countries every two to three years. The report places Albania 54 positions higher than in the previous assessment.

“The World Bank has published the GovTech Maturity Index 2025, a report that evaluates countries worldwide on the digital transformation of their public sector,” Rama said.

Referring to the ongoing investigation by Special Anti-Corruption Prosecution Structure (SPAK) into AKSHI’s use of funds, Rama said the outcome must be left entirely to the courts.

“I know that today AKSHI is facing an investigation by SPAK over the use of funds, and that Linda Karçanaj, who has led the implementation of our governing vision for Albania’s historic digital transformation with knowledge, will and daily dedication for 12 consecutive years, is under a security measure on what I consider an extraordinary accusation,” Rama said.

“For this, only justice must be awaited patiently to establish the full truth, whatever it may be. Nothing should be expected from the 700 saucepans of political-media noise.”

Rama credited Karçanaj and AKSHI’s staff for Albania’s progress, saying the country had made “a major leap” compared with 2022, when the previous World Bank report on digital governance was published.

“This time, not only do we remain in Group A – the high-maturity group – with a score of 0.939 out of a maximum of 1, but thanks to a significant increase from the previous score of 0.752, Albania has moved from 68th place to 14th globally,” Rama said.

He added that Albania had overtaken countries such as Denmark, Singapore and the United Kingdom, “thanks to the work and determination to put new technology at the service of the public and the country’s development.”

Rama stressed that the World Bank report is an objective and professional assessment, covering four core areas: core government systems, online public services, digital citizen engagement, and institutional and legal enabling factors.

“The report does not in any way justify alleged violations of the law in AKSHI’s activity – that can only be determined by judicial proceedings,” Rama said. “But the hysterical noise of political and media attacks cannot erase Albania’s outstanding result in this field of AKSHI’s work.”

He invited the public to verify the findings independently by visiting the World Bank report
