TIRANA, Sept 19 /ATA/ Prime Minister Edi Rama stated today, while introducing Albana Koçiu as the new Minister of Internal Affairs, that “the technological transformation of the entire internal affairs system through innovation represents another major challenge.”

Speaking about technology, Rama also brought up the agreement with the United Arab Emirates.

Rama said it took nearly a year to finalize Albania’s key security agreement with the United Arab Emirates, which will enable the creation of smart cities with comprehensive intelligent camera coverage in streets and schools. He emphasized that technology allows small countries to catch up with larger ones, but criticized bureaucratic resistance within state institutions that slows down progress.

Prime Minister Rama added that “to address this pressing challenge and to elevate the Ministry of Internal Affairs to another level, the minister brings with her extensive experience in administration. She began from the entry level, like some of the young women here today, as a first-level employee; she went on to lead the Department of Public Administration of the Republic of Albania for 10 years. In leading the Ministry of Health and Social Affairs, she also demonstrated leadership skills and, above all, persistence and the ability to motivate the people she worked with in every task. And the minister, like all other ministers, will now have to lead the scaling up of the digital revolution and the introduction of artificial intelligence here as well, within the administration of Internal Affairs.”

The Prime Minister stated that road security will be strengthened, with intelligent cameras first installed along major national highways and in large cities.

He added that schools will also benefit from greater safety, as school boards and parent councils will be provided with a video surveillance system covering all activities within the school. This system, accessible to the State Police whenever necessary, aims to prevent disputes over incidents such as knife possession or physical altercations—conflicts that often escalate from students to parents, then to teachers, and even school principals, Rama underlined.

Rama highlighted plans to enhance territorial security of beaches and rivers through advanced drone and satellite surveillance, noting that one final component is still needed to enable real-time monitoring.
Rama discussed strengthening goods circulation security through advanced traceability of medicines, food, and fuel using AI and technology. He highlighted the creation of the state company *AlbTrace*, developed in partnership with a leading UAE firm, to ensure traceability at the highest international standards.

Rama stressed the need to strengthen Albania’s cybersecurity and fire protection, noting that while digital technology and AI are valuable, they cannot replace strict adherence to traffic rules, which also require education efforts from the Ministry of Internal Affairs.

“Of course, the Police can play any role, but leadership must come from the Ministry of Internal Affairs. Artificial intelligence cannot replace the work of teachers and parents, nor civic responsibility toward property, the environment, forests, and all matters concerning internal affairs, nor can it substitute the relevant institutions,” Rama concluded.
