TIRANA, Dec 30 /ATA/ Prime Minister Edi Rama stated on Monday that Albania has made strides in leveraging artificial intelligence as part of the European integration process, especially in the legislative domain.

“I have often mentioned that we have made significant strides in the field of Artificial Intelligence. We are leveraging AI as part of the process to transpose the total body of EU law into the ‘legal framework of the Republic of Albania,’ which essentially involves completing the full legislative integration process. While other countries have previously relied on large teams of translators and drafters, we are carrying out 90% of this work through Artificial Intelligence,” said Rama.

In the year-end news conference, Rama stated that artificial intelligence will also be used in public procurement.
“On the other hand, we are currently working on developing a procurement model driven by Artificial Intelligence, which will be another innovation that will put us at the forefront. This is a challenge we have faced historically, as the involvement of thousands of public administration employees in procurement committees has, on one hand, been a heavy burden, an enormous energy drain, and an inefficient use of human resources. On the other hand, it does not guarantee full compliance with European standards for public procurement as defined by the EU,” emphasized Rama.

He remarked that while procurement may seem straightforward when discussing a procedure on TV, it is, in reality, a highly technical issue. Those responsible for executing it must have not only integrity but also legal expertise.

The head of government stressed that digital technology should be used as a tool to enhance more fundamental processes, not just service delivery.

“I believe the establishment of a new procurement institution, an operator responsible for handling procurements across all ministries and central institutions, marks an important first step. The key development is that ministries will no longer manage tenders. The operator, established this year and now fully operational, will take on the entire volume of procurements in the Republic of Albania over the next two years. This will help eliminate the speculation and manipulation that have previously taken place across portals, channels, and procedures, as it will no longer be possible for individuals to interfere or be handed documents that, for many, are incomprehensible in terms of procedures,” said Rama.
