TIRANA, May 11 /ATA/ – Prime Minister Edi Rama said on Monday the government was preparing to launch what he described as an innovative artificial intelligence-based electronic public procurement system aimed at increasing transparency and reducing administrative intervention.

Speaking at a press conference, Rama said the project marked a new phase in Albania’s anti-corruption and digital modernisation reforms.

Rama said one of the key indicators of progress in public procurement reform had been a significant increase in the number of companies winning public contracts relative to the number of procedures conducted.

“There is much greater access to public contracts,” Rama said, adding that the figures challenged what he described as negative media narratives surrounding government procurement.

He said Albanian experts had prepared 450 pages of technical specifications for the new system, which were subsequently reviewed by the World Bank.

“The World Bank gave the green light a few days ago, without objections,” Rama said.

According to Rama, the planned platform – named “Diella” – will use artificial intelligence across much of the procurement process, including market analysis, bid submission, contract monitoring and other administrative procedures.

He said experts from several countries had contributed to discussions on the system, and Albania had recently hosted a workshop involving representatives from 16 countries already using AI elements in procurement processes.

The new system is intended to eliminate the need for businesses to submit physical documentation and reduce opportunities for manual interference by public officials, he added.

He said the platform would automatically retrieve data from more than 40 digitised public registries, allowing businesses to complete procedures electronically with a single click.

Rama added that all procurement procedures would remain fully traceable and transparent, allowing reviews of every stage of the process in case of disputes or complaints.

He said all notices would also be published simultaneously on the European Union’s “Tender Electronic Daily” platform, aligning Albania’s procurement system with EU transparency standards.
