“It has become a challenge to secure housing for families and individuals who rely solely on a salary,” Rama stated.

He noted that providing affordable housing for these groups will constitute one of the government’s key policy initiatives.

The Prime Minister further emphasized that Albania is not the only country confronting this challenge.

“Across Europe, there is a severe crisis in ensuring access to housing for individuals who depend on wages, and it is important to note that setting the stage for this policy has also taken time. Today, the economy is performing positively as a result of the reforms we have implemented,” he stated.

Rama emphasized that the government has spent considerable time creating the necessary conditions for the new housing policy and is now prepared to implement it.

Speaking at a public meeting with residents of Tirana’s Administrative Unit No. 5 on the draft 2026 budget, Rama said the government will merge the National Planning Agency with the National Housing Agency to establish a new body – namely the National Planning and Housing Development Agency.

According to him, the agency will introduce “a completely new approach” to housing policy.

“We are talking about affordable housing, not just what the market offers. Affordable housing does not mean only social housing,” Rama said.

He added that the plan aims to make housing available at reasonable prices with state support.

“This agency is being set up to put the plan on track year by year, thanks also to strong partnerships we have established with several European countries,” Rama concluded.
