TIRANA, Jan 7 /ATA/ The Secretary for Local Government and Decentralization in the Democratic Party, Alfrida Marku Dedëgjonaj, said on Sunday that the citizens of 61 municipalities, even this year, will pay more taxes and local fees for services that continue to be more or less at a standstill and for investments that are neither tailored to the priorities nor reflect the long-term development plans.

Dedëgjonaj told a media briefing that “9 years after the Territorial Administrative Reform, which turned out to be one-sided and not at all objective, the citizens continue to grapple with challenges and difficulties warned by the Democratic Party for a long time. Municipalities have failed to provide taxpayers with upgraded basic local services, coverage of the entire territory and appropriate investments. Local budgets have not been consulted in advance, and in the meantime, the same problems facing different municipalities are not properly addressed in the state budget.”

Dedegjonaj said that “investments are concentrated in the centers of municipalities, leaving behind the rural areas. The urban development which has spiraled out of control, beyond any standard, low-quality investments and unjustified costs, massive constructions, have thrown big cities and coastal areas into inevitable chaos, with the latter gradually losing their identity. The per capita ratio of public spaces is up to 20 times lower than the indicators. The supply of drinking water is still far from being tackled, even in coastal areas, when tourism should be a priority, while the increase in the drinking water fee in some municipalities, without investment and to cover losses in the network, will be another burden on families and businesses”.

“Municipalities and the central government have failed in their mission to improve the lives of citizens, who, due to the lack of services, have left the areas where they live, or our country,” said Dedëgjonaj.
MP Dedëgjonaj stated that “we owe it to the taxpayers to review the Administrative and Territorial Reform, relying on the best expertise and political will to serve the citizen’s interest and development with view to guaranteeing Decentralization and Local Autonomy, sustainable regional development, reduction of unreasonable administrative expenses, the strengthening of the Municipalities as institutions that enable modern services and investments and everywhere close to the citizens. The Democratic Party is committed and determined to follow the appropriate steps necessary to achieve this goal.”
