TIRANA, September 10 /ATA/ MP of the Democratic Party-Euro-Atlantic Democrats Oriola Pampuri raised the concern that the government is seeking to put doctors under political control with the normative act on amendments to the “Order of the Physician” Law.

Speaking at the at the meeting of the Committee for Labor, Social Affairs and Health Pampuri stopped at three points of the draft law. According to her, the first point states that a member of the Order of Physicians who will work in a private institution must obtain permission from the head of the public institution where he works. According to her, the head of the public institution is appointed politically, and a doctor cannot be deprived of the right to work wherever he wants after his shift in the public institution.

Another point that the MP raised is the composition, organization and functioning of the Disciplinary Commission and the Appeals Commission, which will be regulated by decision of the government.

She said that there is no reason for the Ministry of Health to be involved in a special institution, which has been working for years and has performed its task successfully.

Another point where Pampuri sees that the privacy of the Physician’s Order is violated is the drafting by the National Council of the code of ethics and its approval should be done by the Ministry of Health, which according to the MP there is no reason to get involved in such a thing.

Pampuri said further that it is the system that has failed as a whole and they try to delegate the failures of the system to the institutions by drafting normative acts that violate the independence of the institutions that are doing their work in a very good way.

At the end of the meeting of the Parliamentary committee, the opposition declared the vote against. /p.s./

TIRANA, March 21/ATA/ Minister of Finance Ervin Mete said that the Normative Act on the Budget of 2024 reflects the necessary changes within the reorganization of the government departments. Also, this Normative Act makes some changes in terms of revenues and expenditure reducing the budget deficit.

Minister Mete said that the economy had a very good performance during 2023 and that this good progress is continuing in the first months of 2024.

He also said that inflation was lower than in the countries of the region or the average of the European Union, dropping to 2.6% in February.

“Public debt, a key indicator of the sustainability of public finances, fell below the 60% level of GDP, reaching 59.2% at the end of 2023, the lowest level since 2010. This improvement, in addition to reducing the cost of borrowing, increases the security of the country to cope with possible shocks in the future,” the minister further said.

“Significant improvement,” he added, “has also marked the pension scheme, where the contribution income reached 134 billion ALL in 2023, double the level at the beginning of the reform in 2015. Specifically, the deficit of the pension scheme has been reduced to 0.8% of GDP in 2023, which is the lowest level ever recorded, from 1.93% of GDP in 2015, when the pension reform began. ”

This good performance, said the minister of finance, continues in the first months of 2024, where according to the data for the January-February, the total revenue reached about 104 billion ALL, or 4.9% above the plan.

An important part of this Normative Act is the support through the State Guarantee Instrument, in the amount of 4 billion ALL for businesses in the façon industry sector.

Minister Mete said that the 2024 budget will continue the support for a significant increase in salaries, making it possible to achieve the objective set for an average salary level of 900 Euros per month within the year 2024. The minister emphasized that within the next month, the decisions will be detailed to specify the anticipated salary increase for public sector employees.

Also, in the 2024 budget, there will be carried out further indexation of pensions, as well as the distribution of the year-end bonus for 717 thousand pensioners.

The Education and Health sectors will continue to be financed at the level above the 3% of GDP. While for the Defense sector, for the first time, the objective related to the commitments made within NATO is reached, bringing the defense budget to 2% of GDP./r.e/p.s./

TIRANA, October 31/ATA/ Secretary of the Democratic Party Parliamentary group in opposition Arbi Agalliu raised concerns about the redistribution of this year’s budget funds, which, according to him, do not provide any support for the strata in need.

“Unfortunately, despite the increase in prices, especially the inflation of the basket food articles where the majority of Albanian citizens consume, we have an inflation which is not only not covered by the government in the form of subsidies or support of social packages, but as it is also noted in the normative act, there is no distribution to support these strata”, he said to reporters.

Agalliu emphasized that the Normative Act for the revision of the 2023 budget provided only 1.3% for economic assistance and disability, which, according to him, is not enough for the families in need, but on the other hand, it is almost negligible in relation to what this act distributes.

“On the other hand, the government operating expenses amount to 7.4 billion ALL”, he said.

Also, Agalliu described as ridiculous the fund of 0.1 billion ALL for the former politically persecuted people of the communist regime./r.e/p.s./
