In her remarks at the joint annual meeting of the High Judicial Council and the High Prosecutorial Council on the occasion of the 111th anniversary of Justice Day, supported by the OSCE Presence in Albania and the EU4Justice Project, Llagami said that “accountability is the compass of the rule of law.”

“Without responsibility there are no results, without accountability there is no trust. Today, more than ever, we must understand that the principles of independence and accountability are not incongruent to each other, on the contrary, they are a cornerstone in the edifice that comes up to the public expectations,” said Llagami.

Therefore, Llagami continued, through this common regulation a procedural framework is created guaranteeing that any alleged violation by the judge and the prosecutor will not only be subject to clear rules, but at the same time the same procedural guarantees will be offered during the disciplinary process because only in this way judicial discipline is in accordance with the principle of judicial independence.
