Allocating social housing under 30–40–30 model

TIRANA, October 27 /ATSH/ – The new social housing development model aims to increase opportunities for securing affordable housing and creating integrated neighborhoods, where housing is combined with services, transport and employment opportunities.

The new law on social housing introduces a 30%–40%–30% model, which divides housing units into three categories.

Under the legal provisions, 30% of the units are designated for families in need of social housing; 40% are intended as affordable housing for young people, students, and young families; and 30% are allocated for the open market, with the goal of supporting the financial sustainability of the projects.

Part of this approach is the national platform “Open a Door”, which aims to facilitate the identification of available housing and access to subsidized rental schemes.

Under the program, the state will cover 50% of the rental contract value for beneficiaries who meet the relevant criteria. Through this policy, the government aims to approach housing not merely as a means to secure a dwelling, but also as an integral part of community development, by creating better conditions for living and employment. /e.i/r.e/p.s./
