“eArkiva” platform launched to enable intelligent electronic document management

TIRANA, July 24 /ATA/ The General Directorate of Archives and the National Agency of Information Society unveiled the “eArkiva” platform, developed by NAIS under the oversight of the GDA to streamline the management and digitalisation of official records.

The first users of the system will be ministries and other public institutions, while eArkiva will eventually be implemented across the entire state administration. The platform is being developed as part of the broader digitalisation process of public archives.

The eArkiva platform was presented by General Director of the GDA Auron Rrokaj and Deputy General Director of NAIS Romina Kostani.

Rrokaj highlighted the significant transformations achieved over the past decade as a result of the Albanian government’s focus on document management. He described eArkiva as a concrete example of the government’s digital agenda and a strategic step toward digitalisation, expanding electronic services, and advancing the vision of a paperless Albania.

Rrokaj described the eArkiva system as a high-quality and modern solution. He also announced that the pilot project will soon begin in several ministries, while the digitalisation process is expected to be extended across the entire public administration starting in January 2027.

In her remarks, Romina Kostani stressed that archive digitalisation is not merely about converting documents into electronic format, but represents a transformation in the way the state manages information. She noted that, through the use of artificial intelligence, documents become searchable, analysable, and more accessible for faster and more efficient decision-making.

eArkiva has been designed as a centralised solution and an intelligent platform for electronic document management, covering the entire document lifecycle — from scanning and verification to long-term archiving in PDF/A format.

Through the integration of OCR and artificial intelligence, the system automates document processing, significantly reducing time, costs, and manual administrative procedures. This is one of the key objectives of the Albanian government in modernising public administration and improving its services for citizens.
